Shuttered Venues Closer To Applying For Money From Grant Launching April 8, 2021

The U.S. Small Business Administration (SBA) has opened an intake form for the Shuttered Venue Operators Grant (SVOG) application portal to process applications for the much-anticipated critical economic relief program that launches on Thursday, April 8, 2021.

Venues must have been in operation by February 2020, and include the following:

  • Live venue operators or promoters

  • Theatrical producers

  • Live performing arts organization operators

  • Relevant museum operators, zoos and aquariums who meet specific criteria

  • Motion picture theater operators

  • Talent representatives

  • Each business entity owned by an eligible entity that also meets the eligibility requirements

“The SBA’s new Administrator, Isabella Casillas Guzman, said about the grant “The SBA knows these venues are critical to America's economy and understands how hard they've been impacted, as they were among the first to shutter. This vital economic aid will provide a much-needed lifeline for live venues, museums, movie theatres and many more.”

The SVOG program was established by the Economic Aid to Hard Hit Small Businesses, Nonprofits and Venues Act, which appropriated $15 billion for it. The American Rescue Plan Act, signed into law by President Joe Biden on March 11, 2021, appropriated an additional $1.25 billion, bringing the program funding to a total of $16.25 billion, with more than $16 billion allocated for grants.

Applying for both SVOG and PPP Program

To ensure eligible venues do not miss a window to receive assistance through the Paycheck Protection Program, the American Rescue Plan Act also amended the SVOG program so entities that apply for a PPP loan after Dec. 27, 2020, can also apply for an SVOG, with the eligible entity’s SVOG to be reduced by the PPP loan amount. The PPP loan applications have been updated to reflect this. SBA is currently offering PPP loans until March 31, 2021.

To prepare in advance of the SVOG application portal opening on April 8, potential applicants should get registered in the federal government’s System for Award Management (SAM.gov), as this is required for an entity to receive an SVOG, and reference the preliminary application checklist and eligibility requirements.

Loan Extension for all disaster loans, including the COVID-19 Economic Injury Disaster Loan (EIDL) program, until 2022

The U.S. Small Business Administration recently announced extended deferment periods for all disaster loans, including the COVID-19 Economic Injury Disaster Loan (EIDL) program, until 2022.

All SBA disaster loans made in calendar year 2020, including COVID-19 EIDL, will have a first payment due date extended from 12-months to 24-months from the date of the note.

All SBA disaster loans made in calendar year 2021, including COVID-19 EIDL, will have a first payment due date extended from 12-months to 18-months from the date of the note.

Existing SBA disaster loans approved prior to 2020 in regular servicing status as of March 1, 2020, received an automatic deferment of principal and interest payments through December 31, 2020. This initial deferment period was subsequently extended through March 31, 2021. An additional 12-month deferment of principal and interest payments will be automatically granted to these borrowers.

Borrowers will resume their regular payment schedule with the payment immediately preceding March 31, 2022, unless the borrower voluntarily continues to make payments while on deferment. It is important to note that the interest will continue to accrue on the outstanding balance of the loan throughout the duration of the deferment.

Most importantly, however, we wanted to address Atlanta and what our Asian friends in Beacon are experiencing as reactions to this unfold. What hasn't been spoken about much locally is how friends whose families are from Japan, or China, or the Philippines or other areas are feeling, or what kind of encounters they have endured while walking on sidewalks since the pandemic started and a former president attempted to connect a pandemic with a region.

We are quietly hearing from our friends, and they are asking for support. They want to see their friends say supportive things in social media, and to denounce things like a police captain explaining that a murderer had a "bad day." That captain was later discovered to have posted his own belief of the region connection to the pandemic, and even supported t-shirts of it.

The Howland Public Library is offering a free workshop for students starting the college application process. The workshop, Applying to College: From Getting Started to Finding Your Fit, will be led by Adam Kendis and will be held via Zoom on Thursday, April 8th, at 6pm.

The college application process can seem overwhelming to students and families. But deciding on your next steps in life doesn’t need to produce anxiety. Instead, it can be a fun and powerful journey. This workshop will offer tips and practical resources that will help students and families learn:

  • How to start the college search process;

  • How to find colleges that are a great fit - academic, social and financial- for you;

  • What resources can help you confidently navigate this journey;

  • How to make yourself and your applications stand out in the process;

  • How to approach this journey in a way that emphasizes self-discovery and fun over anxiety and pressure.

This workshop is designed for students in 11th grade and the adults who support them but is open to all students and parents. To register, email Michelle Rivas at community@beaconlibrary.org .

Elementary School Opening Info and The Retail Therapy Guide - 3/5/2021

As we head into the weekend, the Beacon City School District announced today that they have been planning for and are anticipating a re-open of the Elementary Schools to a 4-day a week schedule for those who want it, starting in April. Remote-only will continue for those who want to remain at home, while the district is hiring an additional teacher to support remote-only children, according to the Reopening Slides presented by Superintendent Landahl.

Dr. Landahl mentioned that an increase in spread in virus had not occurred with the current in-person learning model, with safety measures put into place, like masking, social distancing and contact tracing. However, he stressed that "there has been an increase of mental health concerns among our students," citing a New York Times survey of scientists and doctors who study infectious disease in young children. The Label Foundation Basketball Club Fundraiser

The Label Foundation started in the summer of 2020, at the height of the protest marches in Beacon. One of the founding members is John Galloway Jr., who back then decided to run for a vacated seat on the the Beacon Board of Education, and was appointed. The Label Foundation started with a bunch of young men who you can meet here in little videos, and has been busy every since doing clothing drives and other service initiatives.

This fundraiser is to introduce their Basketball Club, which includes people from all walks of life together, especially inner-city and underprivileged kids who have not had the opportunity to participate in extracurricular activities within a safe environment for nearly a year. Players will be educated and mentored on academic topics, including early financial literacy, with formidable role models within the area, and civic engagement. Money raised goes to fees for tournaments, equipment, jerseys, and gym time.

  • Rents are on the rise in Beacon, due in part to NYC friends moving here. Which is fine! Come on up. But. This real life Beaconite dog friend is kicking off our new series on Affordable Housing, and what that means. Outside of required "affordable housing" below market units required in buildings sometimes. Pictured here is his shocked expression at receiving the news that their rent was to be increased by 12% in a Beacon apartment. Other stories are in the article.
  • Driving. Not sure who is taking what liberties with driving like crazy people on Main Street, but we don't drive around public transportation buses on Main Street while they are servicing passengers, nor do we do U-Turns anywhere. If you see my car doing it - check who is in the driver seat. Could be a hubby. If you're from NYC or NJ, please know that Beacon streets don't follow the same rules.
Classes and Camps: Spring is coming, you can feel it, right? We'll get more snow, but wheels are turning on how to plan for Spring and Summer. Warming; BBQ; The Retail Therapy Guide 1/29/2021

Warming Centers are open in Beacon at the Salvation Army church and the Beacon Recreation Center for the polar vortex the region is currently experiencing. These are open during the day, and  we are keeping our ears open to what is available for overnight Warming Centers as the wind chill dips to zero or below.
 
The Howland Public Library building remains closed to the public as they repair water damage that occurred the weekend of January 16th. The Library book return box will be open 24 hours 7 days a week while we are closed.Their virtual programs will continue as scheduled. The Library has been and will continue to update the community as soon as they know when they can reopen safely.

For those in need of Childcare tuition assistance, Dutchess County is once again promoting their Childcare Scholarship. While this has been available since 2020, Beacon's Recreation Department Director Mark Price has been surprised that the scholarships didn't "go like hot cakes." There could be a few reasons for that.

The life and legacy of Martin Luther King Jr. will be observed on Monday, January 18, 2021. During this time where you may have more down time, here is a suggested way you can observe Martin Luther King Day: with a book. By Martin Luther King, Jr. ALBB provided a book list with links here. If you have never read a book by Martin Luther King, Jr., this is a great time to start! If you have read a book or all of his books, you might already be turning the cover for another deep dive read.

The light is not out for the annual MLK Day Parade presented by the Springfield Baptist Church and the Beacon Sloop Club (via Pete Seeger before his passing)! Instead, you can participate from home  for the "Rev. Dr. Martin Luther King, Jr. Virtual Zoom Celebration on Monday, January 18, 2021 from 11am - 1pm. The theme is "Keep The Flame Alive" and all are welcome.

The City of Beacon has issued a Resolution condemning the attacks on the Capitol Building and Congress, and will vote on it with other Agenda items on Monday evening. The Resolution begins with:
"WHEREAS, on January 6, 2021, there was a violent attack on the U.S. Capitol and on the U.S. Congress, described succinctly by USA Today: “As a shocked nation watched..., a pro-Trump mob battled police, broke into the U.S. Capitol, and sent members of Congress fleeing as lawmakers were counting Electoral College votes.... Now, five people are dead, including a U.S. Capitol police officer.” And

WHEREAS, this attack on the U.S. Capitol and Congress was caused by the current President, as stated by third-ranking House Republican Liz Cheney, “The President of the United States summoned this mob, assembled the mob, and lit the flame of this attack. Everything that followed was his doing.... There has never been a greater betrayal by a President of the United States of his office and his oath to the Constitution.” And...

A Virtual Town Hall for Hudson Valley on the New York Health Act Will Be Held January 28th

Guaranteed Comprehensive Healthcare for All New Yorkers is Closer Than You Think is a free, virtual event, open to the public, organized by Hudson Valley Demands New York Health, and hosted by the Newburgh Free Library and the Desmond-Fish Public Library, on Thursday, January 28th, 7pm. Attendees will learn about the bill, its legislative trajectory and why it is important for New Yorkers to demand its passage in 2021. The panel discussion will focus on how the bill would affect various aspects of the healthcare system, including patients and healthcare providers, as well as the cost to municipalities. The keynote speaker will be NYS Assembly Member Jessica González-Rojas, followed by a panel discussion including Dr. Reena Agarwal (MD, MPH, FACP), Darius Shahinfar (Albany City Treasurer), and Lynn Esteban (patient/healthcare activist), and moderated by Jess Robie (RN). Affordable, accessible, healthcare is an important issue for many Americans. Although most New Yorkers have health insurance, many people have long struggled to afford premiums, co-pays, deductibles, and the high cost of prescription drugs. The COVID-19 pandemic has further exposed the dysfunction and inadequacy, as well as the racial and class inequality, of our current healthcare system.

If passed, the New York Health Act would guarantee comprehensive health coverage to every New Yorker while eliminating premiums, deductibles, and co-pays, and would help address the structural inequalities of our current system. It would also save money for individuals, local governments and New York State.

This public education event is organized by Hudson Valley Demands New York Health (HVDNYH), a coalition of grassroots groups and individuals working to guarantee comprehensive healthcare for all New Yorkers by passing the New York Health Act (NYHA).

Jessica Gonźalez-Rojas, NYS Assembly Member
Jessica Gonźalez-Rojas was elected to the New York State Assembly in 2020 to represent the 34th Assembly district, which encompasses several diverse communities in Queens. She has been an unapologetic leader for social justice on the national and local level for over two decades. For 13 years Jessica served in the leadership at the National Latina Institute for Reproductive Justice. She has fought for immigrant rights, racial justice, and gender equity. Prior to running for the Assembly, Jessica served as a community liaison for Congresswoman Nydia M. Velázquez. As a long time leader in community and electoral politics, Jessica has received numerous proclamations for her advocacy work.

Reena Agarwal, MD, MPH, FACP
Dr. Agarwal is a primary care physician trained in Internal Medicine. She completed her residency in Social Internal Medicine at Montefiore Medical Center and a residency in Public Health/Preventive Medicine at the New York City Department of Health and Mental Hygiene. She also has an extensive background in quality improvement. She has spent her career working in New York Hospitals and Community Health Centers where her focus has been on providing care for the underserved as well as teaching resident physicians.

Darius Shahinfar, Albany City Treasurer
Darius Shahinfar is the elected Treasurer and Chief Fiscal Officer of the City of Albany.

His work as City Treasurer led him to research the effect of health care financing on municipal budgets and local property taxes. He has testified on this subject to the NYS Legislature and has spoken on these issues to numerous organizations. He believes strongly, not only in the moral imperative of universal health care coverage, but also that single payer will result in dramatic tax and cost savings. He is a graduate of Bates College, and Albany Law School, where he served as Editor-in-Chief of the Albany Law Review.

Lynn Esteban, Patient/healthcare activist
Lynn Esteban is an artist and activist who lives in Poughkeepsie with her family. A bout of Mono (Epstein Barr virus) in 2011 triggered a chronic illness, the severity of which has left her unable to work. She has had a protracted and challenging battle with the healthcare system to reach a correct diagnosis and effective treatment. Lynn is a disability activist and volunteer with MEAction, an international advocacy organization that educates physicians and the public about managing post-viral conditions.
