Upcoming: Seeking RFEI for Emergency Housing Shelter Operator Organization

In their press release announcing a set of steps to be taken to set up the Emergency Shelter, Dutchess County announced it will be soon issuing a Request for Expression of Interest (RFEI) “seeking a highly regarded organization, experienced in shelter operations, that understands and appreciates the County's needs regarding the Emergency Housing Facility and the desire to implement a new, innovative model with qualified and established program management staff.”

The Operator will be responsible for the day-to-day operations of the emergency housing facility including, among others:

  • Development of facility operational and security plans, and policies and procedures, in accordance with Office of Temporary and Disability Assistance (OTDA) regulations, and in partnership with and approval by the County’s Department of Community and Family Services.

  • Responsibility for intakes and discharges.

  • 24-hour on-site security, including screening with a metal detector and x-ray machine.

  • Offering a variety of activities that are available at the facility to help engage with guests and provide meaningful activities throughout the day.

  • Preliminary health screenings of guests.

  • Provision of three meals per day, prepared in a facility approved by the County’s health department.

According to the press release: “The RFEI is expected to be publicly posted in the coming weeks, and all eligible community providers are invited to express their interest. The RFEI incorporated comments and feedback from a public meeting convened by the administration in December 2022 to discuss the emergency shelter project with community members and local stakeholders. The RFEI also includes feedback from the Community Stakeholder Committee formed by the Dutchess County Legislature. The Committee’s recommendations were sent to the County Executive, in keeping with the resolution regarding the shelter project passed by the Legislature in 2022.”

Hiring: Shelter Director For Dutchess County's Emergency Housing Shelter

The Dutchess County Department of Community & Family Services is currently recruiting for the Shelter Director position with a public posting of the job specifications and qualifications. The Shelter Director is a County government position with responsibilities involving the administration, supervision and coordination of the County’s emergency housing shelter.

Among other duties, the Director will be responsible for ensuring the provision of a range of services to ensure safe housing and get people to independence and housing stability. The Director will also be a liaison between the shelter and the community.

The job description and qualifications were expanded and updated to incorporate feedback from the Legislature’s Community Stakeholder Committee. Based on the Committee’s recommendation, the qualifications for education/experience were enhanced to add an additional year of required paid case management and supervision experience.

  • Those with a master’s degree in public administration should have 2 years of experience, while applicants with bachelor’s degree should have at least 3 years of experience.

  • Additionally, based on the committee’s feedback, the posting includes the preference for the director to be a Licensed Clinical Social Worker.

Homelessness Addressed By Dutchess County With 4 Recent Action Items

On Wednesday of this week (8/9/2023), the office of Dutchess County Executive William F.X. O’Neil put forth a plan of action to address homelessness in the Hudson Valley.

The press release stated that the county was following input from local stakeholders in taking next steps it said was an “evidence-based approach.” Also mentioned was a focus on the establishment of a permanent emergency housing facility, while the temporary one will be created in Dutchess County Jail. According to the press release: “The County’s approach includes comprehensive wrap-around services to help people move from homelessness to independence as quickly as possible.” Read more about those services here.

    Recruitment is underway for a new county Shelter Director position to oversee emergency shelter operations and accompanying wrap-around services, including contracted service oversight.

  • Dutchess County Jail Construction For Shelter
    Construction design is about to begin for the temporary location for the emergency shelter operations at Dutchess County Jail once it is vacated. The current PODS have reached end of useful life and need to be removed for completion of the Dutchess County Justice & Transition Center project (DCJTC). Where did the PODS come from? From the press release: “Temporary housing units (PODS) were installed at the current jail site in May 2015 as a provisional solution to the costly practice of housing out inmates to other counties, due to overcrowding at the jail. At the start of the COVID-19 pandemic, the PODS, which were no longer being utilized for inmate housing due to bail reform, were converted temporary emergency housing facility to provide safe haven for the homeless. The PODS have continued to be utilized as the number of homeless individuals has grown significantly since prior to the pandemic. However, the PODS have reached the end of their useful life, and ongoing wear and tear have required increasing maintenance and repairs. Additionally, the PODS must be removed for the completion of the Dutchess County Justice and Transition Center (DCJTC), necessitating an interim facility for the shelter.”

    The County is applying for $15 million in New York State Homeless Housing and Assistance (HHAP) grant funding to establish permanent location for the emergency shelter.

Additionally, County Executive William F.X. O’Neil has initiated conversations with the Governor’s Office about opportunities to collaborate with the State to create housing opportunities at the former Hudson River Psychiatric Center property to provide more opportunities in the housing spectrum and ensure the success of the County’s homeless prevention efforts.

County Executive William F.X. O’Neil said, “Dutchess County continues our plan to develop the Hudson Valley’s most transformative solution to homelessness. Taking these next actions builds more momentum as we seek our ultimate resolution to address the plight of homelessness and save lives. We have heard from the Legislature’s selected representatives on this issue, and we’ve used their contributions to craft plans that will ensure success. We look forward to moving this process forward to offer those experiencing homelessness a hand up and support to find safe and stable housing.”

Inside The Hidden Meaning Of The Runway Designs Of the 2023 Marist Fashion Show

Editor’s Note: A Little Beacon Blog sent our cultural reporter Izdihar Dabashi to the annual Marist Fashion Show in May 2023. This year's was especially enticing because the theme was activism and speaking through message. Izzy reports from a higher gaze. This is what she saw and felt.

On May 5th, 2023, Marist College presented their largest annual event, the Silver Needle Runway. Juan-Manuel Olivera-Silvera, a remarkable designer with a diversified skill set and range in the arts, served as faculty producer of the show. I had seen a few promos leading up to the event, to feel the theme, which had a general sense of advocacy. Aptly titled: “[Re]action”, the logo design is black with spray painted shadowed grays and the harsh contrast of vivid maroon.

At first glance, it was easy to dismiss this aesthetic in the logo, which presented a sense of hopelessness and disengagement often associated with grunge, but this was incongruent with the efforts of genuine engagement of advocacy centered in the theme. The typical surface level take of grunge aesthetic, with that dark and broody look, was actually far from the theme's message and reflection of fashion designs.

Despite this observation, I still approached the night with a faint sense of skepticism. While I often dismiss cynicism as cheap and unremarkable, even my romanticism of the hum of continuous metamorphism grounded in universities was dissuaded by my experiences of witnessing alleged social advocacy from my perspective as a hijabi.

I couldn’t deny the unmistakable thrum in the air, interwoven with the pulse of the music and buzz of the crowd in Marist’s Mccann Center. The sense of compassion and community was apparent even before the show began.

Concepts Appearing Throughout The Show

The show was introduced with faculty members John Bartlett, known as a fashion designer and animal activist with work featured across massive publications, and Jacqueline Reich, the Dean of the School of Communication and the Arts. The faculty members proudly spoke about the recently awarded Ralph Lauren Scholarship, the emphasis of activism and leadership embraced by Marist designers, and the concepts interwoven throughout the show, which included:

  • childhood nostalgia

  • body positivity

  • cultural dynamics

  • self-care

  • living with disability

  • gender identity

  • environmental concern and engagement

  • current issues such as women’s rights and gun control

  • gender identity and fluidity.

The Fashion Show

Silence fell across the room as the lights collapsed and the show opened with a few students appearing to vandalize the runway entrance with spray paint cans.

Within moments of the models gracing the runway, I clearly saw the efforts to bring inclusivity to fashion. Model castings were held in New York City, and the diversity of the city was reflected in the selection of models. At this point, my initial inhibitions quieted. The entire runway experience felt like dynamic storytelling, from the way the fabric interacted with the wearer, to the details the clothing carried in silhouette and distinguished style. It was as though the designers sought out the voices they wanted amplified, and created tangible stories rooted in the history of the issue and the history of the fabric.

Spotlight On Designers

In Annie Starn’s collection, “Breaking Down the Walls” inspired by the political and physical divide of 1960s Berlin and its relevance to the political divide on women’s rights, she used sustainably sourced fabrics such as grape leather and QR codes linked to websites and organizations centered around women’s rights.

Tara Sears and Rachel Kamppila focused on disability advocacy. Tara Sears worked closely with blind or visually impaired people to create “Sense”, a collection that is meant to be a touch, sound, and sensory experience.

Rachel Kamppila crafted her collection around the metaphorical experience of the butterfly life cycle to her own experiences and growth as someone with a learning disability.

Some designers focused on heritage, such as Simran Chhabra’s collection inspired by the storytelling of classical Indian dances and ghungroos, which are little bells woven into the clothing eliciting pretty chimes with every movement of the model.

“Justice Para la Cultura,” by Isa Perez, paid homage to their Mexican heritage through use of deadstock fabric and denim with hand-stitched embroidery. The breathtaking collection also challenged expected gender identity and highlighted Adelita women who fought in the Mexican Revolution.

Several designers honored women in their work and navigated expected masculinity and femininity with clever intricacies. Chaiyah Chambers leaned into femininity while uplifting body positivity and incorporating the inspiration of various hair textures dyed to match various hues of natural pearls in the textiles she created.

Most collections featured different sized models, though one of my favorite collections from designer Lily Muth’s: “From Her Boots to Her Roots” (the style felt like a Barbie cowgirl dreamland) features the innovative use of natural dyeing techniques and collected fabrics. However, it notably neglected a range of sizes past runway small. It left me wondering why designers may promote the idea of inclusive representation without actually including inclusive representation with sizes.

This brought to question: Were there not enough models? Is it difficult to assemble the technicalities in clothing past a “standard” small? What are reasons for not making clothing past a size small?

Shannon Wines’ collection “Eve '' was a character study on Eve from the book of Genesis in the Bible with designs meant to evoke a feeling of exposure and vulnerability as a way to focus on the feelings of shame women often feel with exposure. Her work featured a variety of bodies. The way the fabrics and greenery of her designs embraced the models felt endearing and empowering, like the moment you slip on your favorite dress and just know the designer adores women.

A couple of designers traced back tiny footsteps into the nostalgia and experience of childhood. While some designers crafted wonderful whimsical and significant pieces (that I desperately wish I owned), such as the melodic blend of ruffles and color by Sandy Chillogallo-Quito, and LindseyAnn Moschetta’s nostalgic capture of being a child through her work with children at the Fashion Art Studio of Westchester, to design prints and textiles; others approached the preservation of innocence and value of childhood from a different perspective.

Allissa Divak starkly juxtaposed the whimsical carefree nature of the other childhood inspired collections with a sharp contrast of experience by designing bulletproof, fireproof, and stab-proof clothing for her “On the Other Side of Fear '' collection, in response to the growing number of school shootings.

There were 35 total designers. I highly suggest you take a look at every artists’ highlights available on the Marist SNR site and TikTok page. The designers’ created noteworthy, conceptual frameworks to their designs, and I wish I could include every single one in this review. Truly, the worst part of the show was being unable to take home my favorite pieces.

Senior Designer Of The Year Award

The Senior Designer of the Year Award was selected by a panel of judges composed of industry professionals to critique the Designer Senior Thesis Presentation. Marist alum and designer Emma Gage, joined the panel. Aleena Brown was awarded “Building Blocks”, a sustainable collection of breathable active-wear and convertible garments.

I applaud the designers and faculty involved for the sense of community they crafted and the emphasis on human compassion interwoven with design. I am also astounded by the level of professionalism and collaboration of the five SNR teams: Communication, Creative, Branding, Production, & Logistics. Follow their Instagram and TikTok pages to learn more about the program, behind the scenes content, which includes your opportunity to witness the lively rapport between faculty/students and direct conversations with the student designers on the cognition poured into their work.

Theme Announced For Spirit Of Beacon 2023: "Level Up"

The Spirit of Beacon Day’s Level Up announcement. In this picture is Don Raskopf, A dedicated community member and lover of the Hudson Valley River who served as a Board Member of Hudson River Sloop Clearwater who passed away in 2023.

The Spirit of Beacon Committee is back from last year, and has announced the theme for 2023: “Level Up.” The celebration is on Sunday, September 24, 2023 from 11am-4pm.

The Spirit Of “Level Up”

The theme for 2023 is “Level Up,” was originated by Spirit Board Secretary Jeana Pearl Fletcher. The intent of the committee is to empower the Beacon community to continue pushing through to keep the spirit of Beacon strong and flowing through everyone. Said the Spirit of Beacon’s Chair, Katie Hellmuth: “Whatever that spirit is to you, be it advocacy for people to be able to afford to stay here, or to have more employment and learning opportunities, or to create visions by bringing them to life, let the Level Up energy blow through you this Spirit of Beacon season.”

Said the Spirit Committee Secretary Jeana Pearl Fletcher: “Level Up is a pump-up message to challenge myself with something new, like a goal or event, and embrace lessons learned. It can be a collective practice too!”

The Spirit of Beacon’s Treasurer, Jennifer Garfield Abrams, felt this: “There are so may people in the community who work on different projects to ensure that it’s the best Beacon it can be. Sometimes our visions for Beacon’s ‘leveling up’ are different, but the important thing is that we come together across that difference to work towards an even more thriving community.”

Said Spirit of Beacon Board Member, Junior Zayed Dabashi about the theme: “To me, Leveling Up means to elevate our everyday efforts to better our present and strengthen the future for our youth.”

Organizations Are Signing Up For Tables To Reach The Community

Over 20 organizations have secured their registrations so far, including Conservation Advisory Committee, Growing and Empowering Myself and My Sisters Inc., Patriot Swim Team and M2O swim, Salem Tabernacle, Astor Services, Christ Church, United Methodist and others. Organizations can be outside of Beacon, as long as they reach and connect with the youth and connect the community.

After School Clubs Encouraged To Set Up A Table

For the first time, After School Clubs of the Beacon City School District are being specifically asked to consider coming out with a table. “Our kids are familiar with these clubs that provide so much enrichment to our kids,” said Katie. “We want to bring them out of the schools and into the street so that the community can meet them and talk to the teachers who are so passionate about these groups, that they dedicate their time after school to host them.”

Said Jeana: “We have waved the registration fee for After School Clubs and reserved at last 10 table spots for them, if they want to level up and come out. Register now!” These clubs can include STEM groups, tech groups, sports groups, home economics groups, gender welcoming groups, theater, etc.

Beacon Restaurants and Food Vendors Encouraged To Sign Up

Also for the first time, Beacon’s restaurants and Beacon-based food vendors are encouraged to register as a food provider. In the past, churches and organizations provided and sold food as a fundraiser. But in the past few years, the winds of change have impacted that effort. This 2023 Committee has made the decision to open registrations to food vendors from inside Beacon first, and if there are still openings, then outside of Beacon as well.

Said Katie: “It is imperative that our Beacon restaurants on Main Street benefit from the foot traffic on Main Street from people attending the Spirit of Beacon Day. Last year, the restaurants did very well because most food was in their shops. Based on feedback from last year, the people want street food on the street. So we are hoping our Beacon restaurants can provide by also setting up a table on Main Street. If not, then another Beacon-based business can register, and if still room, vendors from outside of Beacon. We’ll see who signs up! Regardless, people can be mingling in the tables, and turn right around to walk inside to a Beacon restaurant for a delicious meal. To-go or sit-down. I ordered to-go from BAJA last year!”

River Pool At Beacon Is Refreshing; Annual Beacon Swim Across The Hudson Happens Soon

Never underestimate the healing powers of the calm part of the Hudson River where the River Pool at Beacon is anchored. A pastime from the 19th Century, riverpools were established as a free way for New Yorkers to cool off in the water. At one point, health advocates called for municipally owned baths, according to NYC Parks.

Once the Hudson River got contaminated by businesses dumping waste into it, the riverpools were lifted out starting in the 1920s, with the last one leaving near 1940. Thanks to the work of local advocate and world-wide star musician Pete Seeger and his wife Toshi, the Hudson River in our parts underwent a major cleaning. The work still continues, as do blockades of no more waste being dumped into it (see Holtec’s continued attempts to dump radioactive waste into the Hudson River, and the people’s strong and consistent fight to keep that from happening…just follow press releases from River Keeper and get involved).

About The Riverpool At Beacon

It’s fun to go to the Riverpool at Beacon because it is so shallow. You’ll be sitting with the vegetation in the Hudson River. Will you feel fish? Maybe, but probably not. According to the Riverpool at Beacon’s organizers: “The pool is secured to the river bottom by elastic hawsers that allow the pool to rise and fall with the tide so that it maintains a constant depth of 24 to 30 inches.” It has a net bottom, so your feet will be touching knotted ropes.

“The pool bottom is made of a high-strength Dyneema netting that allows people to safely walk on the pool floor without contacting the river bottom or vegetation.” Adults will find themselves waste-deep in this water. Tall kids will be able to walk around. It’s a great experience for kids to acclimate to water depth with a colorful bench nearby.

The pool is free! And does not require any reservations. Says one young person who has been trying to find a public pool: “When you come in, you don’t have to give the people your cards.” True. You can just walk down to the Beacon Riverpool and step in. There is a lifeguard on duty. The pool is closed when there is no lifeguard.

The Newburgh to Beacon Swim - Fundraiser for Riverpool at Beacon

The River Swim, the great annual swimming event from Newburgh to Beacon, is a anticipated challenge for many each year. Several have wanted to attempt it, and some have actually committed to it. As one of the Riverpool’s fundraisers, swimmers register for a fee, and then raise sponsorships to support them.

The River Swim is on Saturday, August 5, 2023, with a Rain date of Sunday, Aug 6, 2023. Learn more about it here.

Free Citizenship Workshop At Beacon's Public Library For N-400 Application; El Taller de Ciudadanía Organizado por Citizenshipworks Sera Realizado en Howland Public Library

As New York City’s Mayor Eric Adams continues his calls for federal assistance to house immigrants in New York City, saying that shelters are overwhelmed, some immigrants are being moved to the Hudson Valley for better room and board accommodations. Once in the United States, immigrants try getting employment, but the path to citizenship is difficult.

The The Howland Public Library is offering a Citizen Workshop for help with the N-400 application on Saturday, August 19th. This Citizenship Workshop is from Citizenshipworks in partnership with the Office of New Americans and GMHC. Form N-400 is an application to become a naturalized U.S. citizen.

Says the Howland Public Library in a press release: “If you're looking to become a U.S. citizen, this workshop is designed to assist you in completing the N-400 application and provide a free legal review of your application. A team of experts will guide you through the process, answer your questions, and ensure that you have all the necessary information and documents. Don't miss this amazing opportunity to receive expert guidance and support on your path to citizenship. There will be no appointment times. People who register can come by anytime between 11-3 during the Citizenship workshop. To reserve a spot, register at www.beaconlibrary.org/citizenshipworks.”

Still Open! John's Shoe Repair Moves Down Main Street

After the fire that smoked out John’s Shoe Repair shop from his former storefront next to Mr. Bell’s salon, which resulted in a lease termination with a 3-day order to vacate by the new owner, the cobbler moved out and into a new location of 152 Main Street #16.

This is a first floor studio in the apartment complex located behind Mountain Tops which is owned by Joe Donovan, who was the former landlord for John’s She Repair when the fire took place, and negotiated a lease for the cobbler when he was selling to the new owner, Fadil Mavraj, the developer of the 206-208 Main Street building across the street (formerly Pleasant Ridge Pizza before undergoing a total re-build, and now home to House of Max and Butterhead Lettus). Joe ended up helping the cobbler by placing the shop into one of the apartments in the complex.

According to the Highlands Current, “Joe Donovan paid to move and store the couple’s equipment after the fire; John and HwaJa used their retirement money to move the equipment into the new space.”

However, the space was too small to accommodate their largest machine, and they held a fundraiser to raise $12,000 to buy a smaller one. While they raised $2,300 so far, it has not been enough to purchase the machine. The fundraiser remains open should you wish to donate.

The fire took place under Joe’s ownership, but months later when the sale of the building closed with Fadil, the new owner terminated the cobbler’s lease, stating that the fire gave cause to terminate the lease. The new landlord gave John’s Shoe Repair shop 3 days to vacate (as posted in this note). Fadil’s business did renovate the space and combined storefronts with Mr. Bell’s former space, after Mr. Bell was forced into retirement after the fire because Joe terminated his lease after the fire and before the sale of the building.

After the new owner Fadil’s renovation was complete, a new beauty shop boutique moved in to the newly combined space.

John’s She Repair is still open on Main Street and serving customers. They have found it extremely difficult to get the word out to people that they are still in Beacon, and on Main Street. So gather your shoes and purses that need repair, and head on down! Tell your friends.

Beacon Open Studios Is This Weekend - Studios Open To Public - Now Includes Film and Music

The time has finally arrived for Beacon Open Studios, one of the best ways to explore all over Beacon because you have 44 different excuses of where you can go. That’s right. If you liked the City Wide Yard Sale, you will love Beacon Open Studios, which offers 44 different locations - some residential - for you to see inside the minds of artists you may never have heard of before.

All in all, there are 60 visual artists participating within the locations, for this 15th year of Beacon Open Studios. Film and music opportunities are also incorporated into this year’s festivities. Artist studios and group shows at local galleries will be open 12-6 pm Saturday, July 22, and Sunday, July 23. This is your only weekend to experience it, so get a plan.

The Opening Reception on Friday, July 21, 6-9pm is at 4 Hanna Lane, Beacon, NY, with live music by Aubrey Haddard at 8 pm. This event is free to the public.

As a ticketed event, there is a collection of screenings featuring short films and videos by local artists and filmmakers, which happens on Saturday and Sunday, featuring Story Screen and Beacon Film Society showcasing at the Yard and the KuBe Art Center. See schedule for Music and for Film for all the details. Have this map open on your phone for more artists and locations.

Find the artists on the map at BeaconOpenStudios.com. You can’t go everywhere, so this will involve tough choices in your limited time. Or, maybe if you plot it out right, you could hit everywhere!

If we had to make a priority based on time and what are the most rare locations you can get into, ALBB would make this our path. In no particular order. But we’d make the list and then see where our wheels or feet took us:

Normally not open to the public, unless for art exhibits or those getting a barber cut from Lucky Longo. Featured in the Beacon Free Press this week was Allison Walker for her letterpress.

PopMart Beacon Art Center

45 Beekman Street (near the MTA train station)
This has a special vibe, where a few artists have their studios. You can feel the creations in here. Normally, this is an out-of-the-way-spot, so Beacon Open Studios is a good excuse to go down there.

15 East Main Street (behind Trax at 1 East Main - that’s a good combo)
This studio is located near the Fishkill Creek. Like, you’ll feel the vibrations of the rushing water. Requires stairs. Inside, you may see works in progress, or finished pieces. If you’ve walked over that bridge near The Roundhouse, then you have passed this studio many times. Now is a great chance to venture down the stairs to explore inside.

Paulette Myers-Rich at the No. 3 Reading Room & Photo Book Works

Paulette and her partner converted this storefront into their live-work space. Letterpress lovers will enjoy this space. Whatever you find inside that is on display for Beacon Open Studios, will most likely be something rare.

Basically, we are recommending this studio because it is on Old Glenham Road. Going there will introduce you to the Glenham area of town, which is very far off the beaten path and requires a car. Exploring art this way definitely exposes you to different types of art you didn’t realize you were looking for.

Nice to see you all. Here at ALBB, Instagram’s number counter has hit 10,000 followers. Our Instagram Editor Teslie is doing flips and spins she’s so excited. Katie our publisher has taken a knee and is taking a minute. For those who count, with those silly Instagram rules, 10,000 is a big deal. That number is nothing without you, because that number IS all of yous.

Why? Because sometimes we write about sunshine ☀️ and rainbows 🌈. And 🍭 and chocolate 🍫. We write happy and loopy. But sometimes we write straight 🧜🏾‍♀️ 😡 when we lose pieces of the community or fairness.

Why do we write this way? Because you read it. You want to read it. Which has brought the greatest joy. You ask for more. You like your dessert but you love your veggies. And for those who eat meat, we serve a bloody steak.

ALBB has the pleasure and the honor of holding stories from those who share them with us. Business stories. Personal stories. It is how we get to know all of you and connect all of you. Which in turn protects all of us more.

Beacon is a transient town for many. For those who have homes, and those who don’t. Roots that run beneath Beacon’s streets and yards run deep. It is that spirit that keeps us writing while we are still here.

$250M In Funding Available To Small Rental Building Owners To Finance Select Clean Energy Upgrades

This just in from the City of Beacon’s City Administrator Chris White, who learned of it from the Office Of Assembly Member Jonathan G. Jacobson, specifically Shakur Peterson:

“The Climate Friendly Homes Fund, a $250M fund launched by New York State Homes and Community Renewal and administered by CPC, is now offering 0% interest, forgivable loans and technical assistance for building upgrades that prepare existing small rental buildings to operate on clean energy. This funding will cover the installation of high-efficiency electric heat pumps for heating and cooling, domestic hot water heating system replacement with heat pump water heaters, and limited additional building envelope and ventilation system improvements.”

The Climate Friendly Homes Fund (CFHF), administered by The Community Preservation Corporation financing is targeted to existing, 5-50-unit buildings in New York State in order to replace older and less energy-efficient systems with all-electric, high-performance heating, cooling, and hot water heating systems.

According to the CPC website: “With $250 million in New York State funding, CPC and New York State Homes and Community Renewal aim to finance electrification retrofits in at least 10,000 units of multifamily housing that serve economically disadvantaged communities. These funds will empower small building owners to identify and execute a scope of work to improve the energy efficiency of their buildings and decrease their greenhouse gas emissions.”

Lending partners for this program include: Enterprise Community Partners, Inclusive Prosperity Capital, and Local Initiatives Support Corporation.

Who Is Eligible

Buildings must have 5-50 residential units, and be located in New York State. Owners of regulated affordable and unregulated multifamily rental buildings in eligible locations may apply. Buildings must currently be subject to a regulatory agreement with a public agency or be located in one of the following locations:

  • Low-Moderate Income Qualified Census Tract as defined by the U.S. Department of Housing and Urban Development.

  • Disadvantaged Communities as defined in the New York State Climate Leadership and Community Protection Act.
