Active COVID-19 Cases Top 800 In Dutchess County - Numbers For The End Of August

As we go about making choices in our everyday lives during the pandemic and rising impact of the Delta varient, knowing the numbers of our community and surrounding communities can help. To give context, at the end of June 2021, there were 56 Active Cases of COVID-19 in Dutchess County, as reported by Dutchess County Executive Marcus Molinaro during his first video Town Hall in response to other counties sending out public health alerts to the rising numbers on August 18, 2021. This week, the number of Active Cases exceeded 800 twice.

Also on the the day that the first Town Hall was broadcast, the Department of Health and Human Services made a joint statement with the CDC and other medical experts that it was preparing to roll out a 3rd Booster shot later in September, to be taken 8 months after the last shot of the first full vaccine series.

Since then, Dutchess County Executive Molinaro has made a second video Town Hall presentation on August 27, 2021 where he presented more data in context. It should be noted, that the County Executive stated that hospitals in Dutchess County have told him that they are concerned with the current number of COVID-19 hospitalizations (around 29 people hospitalized for COVID-19 at the time), as it stresses their entire system. Since stating that, the number reached 41 people hospitalized recently.

Giving context for the Positivity Rate Percentage: In June 2021, that percentage was .28%. One month later at the end of August, the number spiked to the 4.5% range. Other states that are currently fighting many more infections have higher percentages, like Florida (20%), and Texas (ranging between 10%-20% who needed to ask FEMA for additional refrigerated morgue trucks).

Currently, hospitalization numbers (people in the hospital) in Dutchess County have been rising to the high 30s. The number of Active Cases in Beacon have been fluctuating in the 30s. In this date range alone (8/18/2021 - 8/30/2021), 7 people in Dutchess County have died from COVID-19 related complications. Indications of vaccinated status is not included in the Dutchess Dashboard at this time, but Dutchess County Executive Molinaro has been providing it verbally in his Town Halls of late.

We are bringing back the COVID-19 Tracking articles while we stay mindful of what is going on with transmission and positivity rates, and the possible waning efficacy of the vaccination that 55% of residents did take all doses of in Dutchess County. As the virus was declining, in June 2021, there were 56 Active Cases in Dutchess County. On August 18, 2021, there are 732 Active Cases in Dutchess County, according to Dutchess County Executive Marcus Molinaro during an address he delivered via Facebook. Today, there are 30 Active Cases in Beacon. Dutchess County is considered to be in a “High Transmission Rate” according to the CDC.

As the Delta variant thrives in other states A Little Beacon Blog is starting to track the COVID-19 numbers again. You can track it 24/7 by visiting the Dutchess County Dashboard here. Readers have asked a few questions since the last time we were tracking this in May 2020. Those questions and answers are below:

  • What used to be the high Active Case Count in Beacon?
    At one point in mid May 2020, there were 146 Active Cases in Beacon. Active Cases hovered in the 130s for a bit, and then the gradual decline began.

  • What was happening by May 2020?
    Well, as of March 2020, restaurants had been shut down. They began selling booze-to-go on March 17, 2020, according to Eater NY. By May, there were calls to open outdoor dining. By June, outdoor dining was approved in New York, and Beacon introduced “parklets” for people to dine in parking spots. Also according to Eater NY, on March 25, 2020: “The pioneering, Mumbai-born Chef Floyd Cardoz dies. He was one of the first major figures in the NYC food world to die from complications related to COVID-19. In the months that followed, the staggering toll the virus took on the city included the deaths of dozens of hospitality industry workers, chefs, and restaurant owners.”

  • Are Active COVID-19 Hospital Cases separated by Vaccinated or Non-Vaccinated?
    According to Dutchess County Communication Director Colleen T. Pillus in response to ALBB’s question: “Our dashboard does not separate out vaccinated/non-vaccinated in the hospital count at this time.” However, Dutchess County does have the information, as noted in a 8/18/2021 address to residents by Dutchess County Executive Marcus Molinaro.

  • Do we know the number of people who have died due to COVID-19 complications in Beacon?

    According to Dutchess County Communication Director Colleen T. Pillus in response to ALBB’s question: “We do not publish mortality numbers by municipality.”

  • “Long-Haul COVID” is not tracked in the Dutchess County Dashboard.
    ”Long-Haul COVID” is a condition that develops in some people after they first contract the virus. People who have it speak of fatigue lasting for months, pain, and other compromising symptoms. Beacon’s Councilperson Air Nonken Rhodes began speaking openly about their own life with long-haul symptoms, which you can read about here.

Dutchess County Declares Most COVID Cases Are Coming From Home

Dutchess County joined surrounding counties including Orange County (Newburgh), Putnam County (Cold Spring) and Ulster County to declare that most COVID-19 cases were coming from people’s homes as they get lax in social circles. “Case investigations in each of the counties show that the majority of new positive cases are transmission from family, friends and close acquaintances in casual settings as opposed to public settings such as schools, workplaces, retail or other businesses where prevention mitigation including mask wearing, physical distance and hygiene are strictly adhered to.”

In Beacon as of today, there are 35 cases. Just yesterday, there were 26 cases. There are 95 cases pending address confirmation. See the Dutchess County Dashboard here.

Already, 4 children who attended that small gathering were COVID-positive, unbeknownst to themselves or their families. Since then, 15 positive cases have been traced back to that casual get-together, impacting a local college, elementary school, middle school and high school, proving the wide impact of “living room spread.”

A joint, public call was held today by the three counties to implore citizens to not get casual about COVID-19, and to not get together with family or friends for Thanksgiving. Yesterday, when the joint call was announced, Beacon’s Mayor Lee Kyriacou issued a robo-call, urging people to socially distance.

Governor Cuomo’s nightly message this evening was the same, and bore down on travel, stating: “Travel is a real concern because New York State has one of the lowest infection rates in the country. If people travel here from states with higher infection rates, that poses a great risk.The CDC is strongly urging Americans, as are we, to avoid Thanksgiving travel. Celebrate this American tradition with just your immediate household to help ensure the safety of your loved ones and your community. Love is sometimes doing what's hard and this year, if you love someone, it is smarter and better to stay away. It's tough to hear but it's better to be safe than sorry—and we can still spread thanks without spreading COVID.”

Dutchess County Urges Residents To Not Cross-Mingle With Households

County leaders are urging people to socially distance from each other on days other than Thanksgiving as well. They made a big plea today via telaconference over Zoom. Presenting leaders included:

County leaders are asking residents “to remain vigilant in the coming weeks and curtail small social gatherings. Such parties or “hangouts,” even among friends and family members, have led to a recent increase in local COVID-19 cases, raising the Mid-Hudson region’s positivity rate, affecting the ability of schools and businesses to remain open and further stressing the region’s healthcare resources.”

Mid-Hudson Region’s Rate Rises To 4.6%, Attributed To Casual Settings

Orange County Executive Steve Neuhaus said in the past week, 2 COVID-19 deaths in his county were residents in their 20s, proving the virus can affect every individual differently, regardless of age or underlying condition, according to the County’s press release.

Putnam County’s Deputy County Executive Tom Feighery noted that Putnam saw a direct correlation between people ‘letting down their guard’ (not following safety measures in casual, social settings) and COVID-19 transmission in the six days following Halloween when positive case doubled in that county.

Ulster County Executive Pat Ryan described a small Halloween party attended by just 3 families in late October. Already, 4 children who attended that small gathering were COVID-positive, unbeknownst to themselves or their families. Since then, 15 positive cases have been traced back to that casual get-together, impacting a local college, elementary school, middle school and high school, proving the wide impact of “living room spread.”

Many Cases Strain Contact Tracing

Contract tracing is key to keeping Beacon schools open. Once a student or staff member is identified as positive, the district staff goes to work immediately to contact trace to see who else may be impacted, and to ask them to quarantine.

“COVID-19 cases stemming from casual gatherings have a ripple effect on counties’ contact-tracing efforts, by creating an increased workload for contact tracers, which slows down the entire tracing process for all infections,” said the Dutchess County press release. “Leaders today asked residents who think they may have been exposed to COVID-19 to please reach out to possible contacts so they can get tested and begin the quarantine process.”

“We know that this is a make or break moment for us as a county and a community,” Ulster County Executive Pat Ryan said. “As we see our numbers increase to levels that we have not seen in months, we must remain proactive to blunt a much more significant second wave. We will be doing everything that we can to remind residents to continue to social distance, wear masks, and take all precautions necessary.”

County Executive Molinaro concluded, “We have been battling this pandemic for 8 months, and we don’t want our best efforts to go to waste. COVID-19 remains a deadly disease, and we must not become complacent and casual in our efforts to fight it. Even when you gather among your immediate family, please wear a mask, wash your hands and remain at a safe distance. The pandemic doesn’t let up for the holidays – neither can we.”

County Executive Molinaro’s father did die of COVID-19 early on in the discovery of the pandemic. From a personal perspective, this blogger’s husband’s best friend in Ohio has been doing his best to avoid COVID by not visiting us in NY. Recently, his father passed away, and they had a funeral for family and friends. A family friend attended the funeral, with no symptoms, who was positive, unbeknownst to her. Since then, the best friend tested positive, and was in bed for a week without being able to take calls, and his sister-in-law (his wife’s sister) has gone to the hospital with breathing problems. Others tested positive from the funeral as well.

Uptick In COVID-19 Cases In Beacon Connected To Assisted Living Facility In Beacon, City Says

On Monday evening, during the weekly City Council Meeting for 9/21/2020, City Manager Anthony Ruggiero provided detail for the recent uptick in COVID-19 cases in Beacon during his regular report session (see hour/minute 1:06:00). He explained that the positive cases were connected an assisted living facility located in Beacon. “We had received a number of emails after a News12 report,” Anthony remarked.

That facility, as reported by News12, is Hedgewood Assisted Living Program, located at 355 Fishkill Avenue. Anthony stated that this increase right now is isolated in the one facility, and that State and County Health Departments have been monitoring, and both have been to the facility, where the staff and residents are tested weekly.

According to News12’s report: “A spokesman with the assisted living facility tells News 12, ‘Each of our nearly 200 residents is observed carefully. This facility - subject to 24-hour a day, seven-day a week unannounced inspections, strictly adheres to all NYS Department of Health guidelines.’ The person did not go into detail on the breakdown of cases among residents and employees, or even the severity of symptoms.”

Dutchess County Executive Marcus Molinaro confirmed to News12 that there is likely to be an increase in case number based on this cluster, telling the news outlet: “It is likely going to result in more cases, with severity because of the age of the individuals and sadly, we’ve already seen 1 individual succumb to the disease. We have to engage in that social distancing. We are encouraging people, ya know, we cannot have theses large gatherings. And continue to wear a mask please.”

At the time of this announcement on Monday, there were 27 cases on the Dashboard, "with about 13 that are related to this facility, with sadly, 1 death,” said Anthony. Always a man of dates and schedules, Anthony reflected on the speed of the spread, when he remarked: “This was fast moving. There were 0 cases about 2 weeks ago. Week of September 14th, there was a severe spike of 8 or 9, and then the last week, 13.” Anthony stated he was in regular contact with the Commissioner, and that Beacon’s first responders had been made aware of the situation.

Wednesday night, after another increase to 45 active cases in Beacon, Mayor Lee Kyriacou made an announcement via robo call, which is also texted and emailed to those who opted in. “To be clear, the large increase is from a single residential facility – not from Main Street businesses, or not from children returning to schools.”

Mayor Kyriacou went on to encourage citizens to practice personal safety: “Beacon is doing exceptionally well. We have carefully opened up much of our city activity, while keeping our COVID numbers way down – that is remarkable. Our job as individual members of this community remains unchanged: Each of us must continue to do our part – social distancing and face coverings in public, quarantining if required, being respectful to all. Everyone’s vigilance is essential to keeping us all safe.”

Putnam doesn’t seem to publish an “Active Cases” per city/town/village number like Dutchess and Orange do. “Active Cases” can fluctuate up or down. “Confirmed Cases” only go up, as they are cumulative.

5/18/2020 Numbers for Beacon, Fishkill, Newburgh, Poughkeepsie and Putnam - Data Spike From 9 to 158 New Positives Explained

When the day before’s number of new cases in Dutchess County was 9, one day later, it was 158. The number of tests given shot up to 972 from the previous day of 337. Yet, the number of people from that test group who tested positive more than doubled to 16%. The usual percentage of people testing positive from a day’s test kits ranges between 4% and 10%. The last time it was at 16% was on 4/26/2020 when 389 people were tested and 64 of them tested positive.*

A Little Beacon Blog reached out Dutchess County to inquire as to if there was a known reason behind the spike. Dutchess County’s Communications Director Colleen Pillus responded: “The state recently inputted a backlog of testing data. It appears that it is all lumped into the ‘Person Tested Today’ column, and then appears as a spike in the ‘New Positives Today’ category. However, based on the data dump we just received from the state, much of this is older data….some dating as far back as March.”

A few briefings ago, Governor Cuomo did indicate that the numbers would change, and to take them with a grain of salt. However, the takeaway from this data dump is that there are more numbers out there than are making it into these charts. Maintain social distance.

Beacon’s numbers are on the decline. From 130 to 125 to 120 on this day. In fact, there is a decline in Fishkill and Wappingers as well. Except Putnam. ALBB did not inquire with Putnam to see if they also experienced a data dump.

5/17/2020 Numbers For Beacon, Fishkill, Wappingers, Poughkeepsie and Newburgh. New Positive Cases Down For This Day.

The number of new confirmed cases in Dutchess County on this day was 9 - that is much lower than it has been. Though testing kits processed on this day was also down by half, the percentage of people testing positive of those tested is down for this day. The number of hospitalizations remains at 56 in the Dutchess County Tracker, which has been the number for a few days.

Additionally, Putnam County’s numbers have not been updated in 3 days for their own county tracker. That county was updating by posting a new PDF daily. May 15th was the last day of their daily numbers. The Putnam County Executive MaryEllen Odell stated in an advertisement that she and the Legislature was ready for the reopening, but the Philipstown Supervisor Richard Shea said that he was not, as reported in the Highlands Current. The advertisement was placed in official county newspapers such as the Putnam County News & Recorder.

5/15/2020 Numbers For Beacon, Fishkill, Wappingers, Poughkeepsie, Putnam, And New Nursing Home Data

Since the last publishing of numbers here at A Little Beacon Blog, Dutchess County completed its first wave of testing of nursing home residents in two facilities: Wingate in Beacon, and The Pines at Poughkeepsie. County Executive Marcus Molinaro had advocated for more testing kits for the nursing home residents specifically, and PPE for staff.

As of the first declaration of testing of nursing home residents, staff were not included in this roundup. Governor Cuomo mandated last week that staff also be tested twice weekly, however, tests need to be produced and provided in order to carry out that mandate, and labs need to be able to process those tests.

The preliminary results of resident testing were:

  • 104 residents were tested at Wingate at Beacon, with 13 new cases of COVID-19 identified;

  • 157 residents were tested at The Pines at Poughkeepsie with 6 new cases of COVID-19 identified.

According to Dutchess County’s press release, and first reported on by the Poughkeepsie Journal: “The majority of these 19 new cases of COVID-19 were asymptomatic and were only identified because of the County’s testing initiative. The families of these residents were notified immediately, and the COVID-19 positive residents have been moved to secluded and secure areas of each facility to be cared for.“

As for the regional numbers, ALBB has added Poughkeepsie to the roundup. The numbers as of 5/15/2020 (Friday) are as follows:

5/10/2020 Numbers: Beacon On This Day; Dutchess County Changes Reporting Data For Death Counts, Resulting In Increase

On May 7, 2020, Dutchess County announced that they are changing the way they report data for those who have died from COVID-19, as well as several other key data points that include total number of confirmed cases, and total number of tests completed, to be effective on May 8, 2020. They will be using New York State’s numbers. Results via Google’s search results consistently gave a higher count for Dutchess County.

Of the counties that A Little Beacon Blog tracks for these reports - Orange and Putnam - both matched Google results with the number of deceased. Dutchess County’s was always lower: say 36 in Dutchess County’s Tracker vs 70 in Google’s Tracker.

As explained by Dutchess County in their 5/7/2020 announcement of the change:

 

The New York State Department of Health has authority and oversight over many of the facilities reporting case data, including hospitals and nursing homes. These facilities are not required to report to local health departments, including the Dutchess County Department of Behavioral & Community Health (DBCH). While DBCH does communicate regularly with each of the individual facilities and has been getting some of the data from them, it is difficult to reconcile on a daily basis with the state data and creates confusion for the public. Additionally, State data can include presumed positive cases in fatality numbers, unlike the data reported by local health departments.

DBCH was recently provided access to the New York State Health Emergency Reporting Data System (HERDS), however, the data is reported in the aggregate and does not provide the necessary specificity for county reporting.

Active case data, which are the cases that DBCH are currently monitoring, will continue to be reported by DBCH as well as the breakdown by municipality and number of recoveries...Dutchess County’s COVID-19 Community Impact Data Dashboard will continue to be updated daily, following NYSDOH data updates.

 

Beacon’s number of Active COVID-19 cases was rising as of 5/10/2020. This last report on 5/10/2020 was at 146. The last time we recorded it in our spreadsheet was 5/4/2020 and the number of active cases was 137. Not a huge difference, but a consistent increase nonetheless.

One might argue: “Well, the number of people tested is going up, so that must be the reason.” And that may be. However, the daily percentage of those who test positive for COVID-19 for the day - of those tested - has remained consistent. We track that number also. The percentage of people who test positive from those tested per day has been at 8%-9% in the last few days. Additionally, the number of tests issued in Dutchess County, according to the tracker, has remained consistent, averaging in the 400s tests given per day.

While some “low-risk” business types can open state-wide in New York on Friday (drive-in movie theaters, landscaping/gardening, tennis) Dutchess County has 3 more criteria to hit before meeting the 7 state requirements to begin reopening, which are:

  • 14-Day Decline in Hospital Deaths OR fewer than 5 deaths (3-day average).

  • New Hospitalizations (under 2 per 100k residents - 3 day rolling average.

  • At least 30 contact tracers per 100k residents.

County Executive Marcus Molinaro has announced, during his 5/11/2020 restarting video, that he will deliver live updates about the data in Dutchess County on Wednesdays and Fridays. This Wednesday, he will host a Town Hall at 5:30pm. Videos are at Facebook, or at at the Dutchess County channel at YouTube.

The last time we published reporting on these numbers was 5/1/2020. This gap of 11 days is for no other reason that Distance Learning started in our home, and while we get into that rhythm of that schooling, finishing articles got a little tricky. We have several unpublished drafts, though!

However, in that time, Dutchess County changed how they are reporting, and New York launched a new regional tracker for the re-opening. So, one must not delay!

(5/1/2020) COVID-19 Numbers for Beacon (on the rise), Fishkill, Wappingers, Newburgh, Philipstown

Today was a beautiful day, and tomorrow may be as well. It’s hard to remember about the virus when the weather is so nice. Mask and face coverings by people on Main Street in Beacon has been mixed but good. Social distancing practices encouraged by most eateries and essential businesses has also been good. It should also be noted that we are past the 2 week mark since the Easter and Passover holidays, which is when people may have broken “sphere lock” and joined with family members not normally quarantining together in their homes for a family gathering. Family and friend gatherings, or gatherings in groups like on a bar patio, have been known to be a time period of virus spread.

Active cases in Beacon are on the rise, with today’s Active Case count being 134. When A Little Beacon Blog first started tracking this in our Excel spreadsheet back on 4/25/2020, the Active Case count was 110 just a week ago. The Active Case count is a fluctuating number that can go up or down, and is presumed that the Active Cases are people who continue to test positive and are fighting the virus.

The number of people testing positive per day has remained in the high 40s for each of Beacon, Fishkill and Wappingers. As for Orange County, who is testing more people than Dutchess County, they continue to see an increase in the number of people testing positive (101 people yesterday, 159 people today), while the Active Case Count remains at 587 in Orange County.

UPDATE: 7 Of The 20 People Who Died At Home In Dutchess County Since March 12, 2020 Tested Positive For COVID-19 After Death

In a followup to yesterday’s article on home deaths being tracked in Dutchess County’s Tracker, A Little Beacon Blog has acquired some data on people in Dutchess County who have died at home, and were tested for COVID-19 by the medical examiner’s office after they passed away.

According to Dutchess County, since the week of March 12, 2020, approximately 20 people have died at home, and were subsequently tested for COVID-19 by the Dutchess County medical examiner’s office. Of the 20 people who died at their homes since March 12, 2020, seven of them tested positive for COVID-19, said Colleen Pillus, Communications Director for Dutchess County, who received the number from the medical examiner’s office.

This week on April 27, 2020, the Washington Post reported on a Yale analysis done for that publication that there was a spike in non-COVID-19 tested deaths at home for the period of March 2020 as compared to 2019. The article and analysis do not provide conclusions as to why this spike in deaths has occurred, but does provide insight into different states, including New York, New Jersey and Michigan.

When asked by A Little Beacon Blog if this trend was reflected in Dutchess County, the county’s Communications Director responded that she does not at this time have the comparative data on those who died at home during the same period the previous year. “That would take some significant time to pull, and I am not sure when someone at the ME’s (medical examiner’s) office will have the opportunity to do so,” Colleen said.

It should be noted that Dutchess County has been pulling a significant amount of data during this short period of time, and is making what they can available to the public. They have been responsive to our questions, which has been helpful for reporting.

(4/27/2020) COVID-19 Numbers for Beacon, Newburgh, Fishkill, Wappingers

Numbers for Dutchess County have decreased since yesterday’s report. The number of tests decreased, and the number of people from the testing group testing positive decreased. So far, the number of deaths remains at 36, and the number of hospitalized decreased to 77 (previously 79).

In Orange County, the number of deaths increased from 299 to 310, and the number of people hospitalized for COVID-19 in Orange County decreased by almost the same amount. The number of tests in Orange County increased yesterday.

(4/26/2019) COVID-19 Numbers For Dutchess County (64 new positives today), Beacon (117 infected right now), Fishkill, Newburgh, Wappingers Falls

As Governor Cuomo talks about a gradual reopening of New York, he imagines a regional approach between counties in New York State, as well as with other states neighboring New York, including New Jersey, Connecticut, Massachusetts, and Pennsylvania, since many people commute from state to state, and county to county to work and live. During several briefings, and succinctly by tweet, the governor has stated: “We are taking a regional approach to safely reopening NYS. Each region is facing its own set of facts. Protecting public health comes first and all decisions will be data-driven.”

New York State has its COVID-19 tracker that includes county data. Several counties have made their own daily trackers public, including Dutchess and Orange Counties, that do show some statistics for communities within the counties.

As the CDC’s guidelines have recommended a 14-day decline, with the White House’s recommendation here, realizing the numbers in this region is relevant. A Little Beacon Blog will present select numbers from the state and county trackers as a way to help you have a snapshot view of what is happening, and what happened yesterday and last week. Having context to these numbers going up and down is important.

Keep in mind, testing is limited. There is the base number of how many people are tested, but there is a limited number of tests, which limits the types of people who can get tested. Almost daily, the public and health officials are learning about the coronavirus that may impact how data is collected. Decisions won’t be based on simple numbers either. Communities will be aware of what is happening within their borders.

All numbers have been taken from the Dutchess County Tracker, and the New York State Tracker. Each have their own stipulations as to how they collect data. As of now, the number of deaths per municipality (i.e.town/city/village) is not included in Dutchess nor Orange County trackers. A Little Beacon Blog has confirmed on 4/27/2020 with Dutchess County by way of Colleen T. Pillus, the Communication Director for Dutchess County, that they do have the number of deceased for each municipality, but will not be releasing it at this time.
