Letter From The Editor: How The $20K Grant Article - With Conflict Of Interest Implications - Got Written

The genesis for Beacon’s Community Investment Grant "Beacon Recreation Committee and City Face Scrutiny For Allocating 37% of $20,000 Community Investment Grant To Committee Member's Global Organization, Denying Food Benefits To Farmer's Market And More" did not start out as a hunt for details about the recipients, or about who didn’t get funded. It started out as a positive low-hanging-fruit piece, to announce the recipients. That was it. Something happy. Everyone wants something happy from A Little Beacon Blog, right? Right. This was an easy delivery.

Being that I missed my opportunity to share the announcement that the awards opened up for applications because we were in the throws of the genocide of Israel murdering Palestinians in February - we were trying to still publish Beacon content via 14 Days of Valentine’s Day Gift Guide - while publishing awareness pieces of the genocide.

In trying to find something easy and positive to publish, the Community Investment Grant seemed a no-brainer. But during the City Council Meeting announcing the awards, strange things happened. City Administrator Chris White began the presentation by throwing the Parks and Recreation Director Mark Price under the bus when Mark was not in attendance (Mark is normally a very punctual, well-spoken person). Chris announced: “I think Mark forgot.” Then, Chris definitively told us: “About half the Committee really was not interested in this task,” referring to vetting and recommending grant applicants.

Then, after Chris announced the winners - which he named by organization only - one Councilmember, Paloma Wake, asked him to describe on of the winners - The Sports Bra Project - because, she said: “It's not totally clear to me what the program does. Probably helpful for the community to hear how they can access this if it applies to them.”

Councilperson Amber Grant quickly flew in to vouch for the organization, saying she had Googled it, and it came up in an article at the local newspaper the Highlands Current that was published 2 months before the opening of the grant applications, of which one of the committee members Heidi Kitlas is married to a reporter there (Jeff Simms, but he did not write that article). Heidi had voted on the Sports Bra Project, but its founder Sarah, did not vote at all.

Amber encouraged viewers of the City Council meeting, and writers of the titillating Meeting Minutes, to also Google the article. Mayor Lee then also vouched for the organization, saying “I know it's a Beacon-specific organization.” I didn’t think about it until later, but neither of them, nor Chris, mentioned the name of the founder of the organization.

Ok. So all seemed legit, right? City Administrator Chris impatiently hurried this part of the meeting to close so that the City Council could vote on, it, which they did. Done. Money allocated.

But…that part about the Recreation Committee not being “interested” stuck. Who was on the Recreation Committee? Who are these people who are not interested in awarding money to community groups, when they are tasked with helping the City of Beacon serve people through recreational activities? It didn’t make sense. Thankfully, I had childcare for the evening. So I was able to continue on with research. Otherwise, I would have disappeared into Kid Land and forgotten all about it.

Off to Google I went. Found the Recreation Committee member names. Great. Next: Google the article about the Sports Bra Project like Amber told us to. Check. Name of Sara Dwyer-Shick was in the article. Went to the Sports Bra Project website. There were no names there. But exciting PR about them being featured in Australia! Then I read about their deliveries to Namibia. Great concept!

My article shifted to become about City Administrator Chris White’s quote that threw Mark Price and the entire Recreation Committee under the bus. Usually this happens in the basement of Town Hall in the meeting rooms, where people in different departments just rip each other apart. I witnessed it when I was Chair of the Spirit of Beacon Day. Being accustomed to cis white man patriarchal banter, I knew that people were just surviving down there around the meeting table and in the hallways. But when it makes its way up to the courtroom during City Council Meetings, it’s like…gross.

But whatever. Is is what it is. I went to copy/paste the names of the Recreation Committee into the article, and that’s when I recognized Sarah Dwyer-Shick’s name, as being the founder of the Sports Bra Project and a Recreation Committee Member.

I did a double-take. I basically did a quadruple take. I wanted to call someone to confirm, but who is there to call. Chris White has everyone on lock-down from answering questions to ALBB. I was on my own. I deep dove, and published the article.

The next night at a sports event, I heard from people who read the article. They said that their friends asked them about the findings in the article: “Is it true?” I said to the reader: “Even I (ALBB) had to ask myself 5 times if it was true! I couldn’t believe it!” I got more questions from people, asking what the Conflict of Interest Policy was for the Beacon Recreation Committee. I didn’t know!

Next day, I heard from more people. More than one person said: “I miss Randy. I voted for Lee, but I miss Randy.” Former Mayor Randy Casale was a gruff but firm person. Many were rubbed the wrong way with him. He got voted out to Lee. But. He usually duked it out with whoever to arrive at the answer that seemed correct. I liked that about him. I voted for him each time he ran.

Back to the article research. I went looking for the office on Henry Street of the Sports Bra Project that was pictured in the article, and I still haven’t found it. Maybe it’s being sublet from someone else in the only office building on Henry Street. Maybe it’s in a cute house or apartment there.

And that’s how this story happened.

Descriptions Of Organizations Denied Beacon’s $20,000 Community Investment Grant So That Committee Member Could Receive $7,550 To Ship Globally

Picking one or three or eight local organizations in a small city town to receive grant money will always be hard. Scrutiny will exist no matter what the choice. Jealousy will be around every corner. But the awarding of Beacon’s 2024 Community Investment Grant was just odd. Brazen, in fact. Of the $20,000 Community Investment Grant, $2,450 was left un-awarded. Saving the money for a rainy day? Two applicants were farmers. Farmers can use rain.

Let’s take a look at the five other organizations who applied for the City of Beacon’s $20,000 Community Investment Grant, but were denied. But first…

Background On The Scrutiny

(If you didn’t read yesterday’s article covering this in depth, a recap is below)

The following five Beacon local organizations applied for and were denied funding for this hyper local grant. The three organizations who were awarded funding by the City Council at the recommendation of the Parks and Recreation Committee either share an office with the Recreation Department, or are on the Recreation Committee itself who made the award recommendation.

Beacon’s City Administrator Chris White said half of the Recreation Committee members were not “interested in this task” of vetting and recommending organizations for awards. Yet, they recommended Recreation Committee Member Sarah Dwyer-Shick to get $7,550 for her organization The Sports Bra Project that a newspaper article says has an office in Beacon, but mainly ships sports bras to people all over the world. Sarah’s name was nowhere on the Application Log, nor on her organization’s website, nor brought up during the City Council Meeting, despite City Administrator Chris, Mayor Lee Kyriacou and Councilperson Amber Grant vouching that this was a Beacon-specific organization. The Sports Bra Project’s impact to adults and children living in Beacon, or how it exceeds the other applicants, has yet to be determined.

City Administrator Chris agreed with Beacon’s attorneys at Keane and Beane that Common Ground’s application, on behalf of its markets, which include the Beacon Farmer’s Market by way of the food benefits program Green4Green, which gives people with low income money to shop farm fresh produced and baked goods, would serve people outside of Beacon. It is not clear how the Sports Bra Project, which seems to ship product manufactured elsewhere to people primarily in other countries, is not not serving people “outside” of Beacon. If it is because the organization’s founder might live in Beacon (not confirmed), then it should be noted that the other leaders of the organizations who applied also live in Beacon, so this qualification does not seem dominant.

After City Administrator White pushed to close this part of the meeting so that it could move to a legislative vote, he mentioned that the Recreation Department needed to get back to bigger projects, like South Avenue (by Loopers basketball and tennis courts) and Wee Play (the tot park at Memorial Park that received City investment for upgrades). Of the applicants, both Land to Learn and Compass Arts work with kids and teachers at South Avenue Elementary in their programming. The financial diversity Parks and Recreation Director Mark Price speaks of doesn’t seem to be represented here, when published in his 2024 CIG Application Memo: “We have selected three applicants that we would recommend awarding funding to in 2024. This recommendation, I believe, allows for a diversity of funding across several initiatives.”

Organizations On The Recreation Department Cutting Room Floor

Bannerman Castle Trust
The Trust is dedicated to bringing together resources and funding to stabilize the buildings on Pollepel Island. The Trust raises awareness and educates the public and government organizations on the value and history of the island. The Trust raises funds for repairing the island, and creating a master plan and eventually stabilizing the structures.

City of Beacon's Mayor Lee Kyriacou Issues Statement In Response To Guilty Verdict In Derek Chauvin Trial

On Wednesday afternoon, just before the end of the business day, City of Beacon’s Mayor Lee Kyriacou issued the following statement in response to the guilty verdict in the Derek Chauvin Trial:

“Yesterday’s verdict holds accountable a former police officer for the killing of George Floyd, a horrifying act recorded and seen across the globe. I hope the verdict will provide at least some comfort to Mr. Floyd’s family and friends. On a broader level, this verdict provides a measure of justice and is a milestone in promoting healing and change across our nation.

“I continue to believe fervently in Martin Luther King’s words, that ‘the arc of the moral universe is long, but it bends towards justice.’ Mr. Floyd’s death has been and will continue to be a catalyst for change in policing, and more broadly for change on how our country lives up to its ideals, to ensure true justice and equality for all, regardless of race, color, creed, ability, or who you love.”

Beacon Listens To Verdict Of Derek Chauvin; Justice and Accountability For George Floyd And World

On a summery Spring Tuesday afternoon, the verdict on Derek Chauvin arrived. This was after national morning news reports of speculation on how this decision could take weeks to deliberate.

Social media started lighting up at 4:30pm when news surfaced that the verdict would be read in court in moments. It had only been 2 days since the trial ended. Personal texts started arriving with predictions. Prep-time for after-school activities for parents and kids began as some people had the TV on live cable news channels or SiriusXM radio to hear live coverage.

Laces for cleats for soccer and flag football, as well as ballet slippers were pulled tight as the verdict was read for ex-police officer Derek Chauvin: Second-Degree Unintentional Murder (Guilty), Third-Degree Murder (Guilty) and Second-Degree Manslaughter (Guilty). The jury took 10-hours to deliberate over 2 days, according to CNN.

Quietly, the Black community has been watching this trial in revived trauma, afraid of no justice, while listening to reports of what the jurists were shown and told. Yet surprising testimonies were given by police training experts condemning the use of force, including the Police Chief Medaria Arradondo of the Minneapolis Police Department, who testified against former police officer Derek Chauvin during the trial: “To continue to apply that level of force to a person proned out, handcuffed behind their back — that in no way, shape or form is anything that is by policy,” said the chief as reported by the New York Times. “It is not part of our training. And it is certainly not part of our ethics or our values.”

Moraya Seeger DeGeare, MA, LMFT, a therapist based in emotional therapy in Beacon who until the last few years also lived in Minneapolis (she was born and raised in Beacon), tagged A Little Beacon Blog with the thought: “As we sit in anxious limbo…waiting. It’s come up a lot in therapy how although only kids at the time - remembering the Rodney King verdict, how this feels the same 30 years ago. Remember that fact, no matter the outcome of this trial. We MUST have the conversations with our kids.”

And each other. Thanks to local people and groups who organically organized over last Summer 2020, Beacon showed up and pulled up for the injustice and mistreatment that has been happening to Black people for ever. Groups like Beacon4BlackLives, which organically started with a few people including Justice McCray, Ciarda Hall, Stefon Seward, Xavier Mayo, and Cedric Parksdale, gave Beacon the opportunity to speak out, and tell stories that have otherwise gone untold or not believed.

Statements From Local Officials

A Little Beacon Blog has reached out for statements from Beacon’s Police Chief Sans Frost, the Vice President of the Beacon Police Union Michael Confield, and Mayor Lee Kayriacou. Should any of them respond, this article will be updated.

UPDATE: The City of Beacon’s Mayor Lee Kyriacou has responded with a statement.

Dutchess County Executive Marcus Molinaro has issued a statement via Instagram: “With faith in our justice system, and sincerest prayers to the Floyd family, I’m hopeful out of atrocity today’s verdict will help heal our nation. It won’t bring George Floyd, Gianna’s father back - may we always seek accountability, justice and peace.”

The work has just begun and as George Floyd’s brother, Philonise Floyd, said in a speech after the verdict, “We have to do this for life. We have to protest,” as he spoke of the work ahead as the family celebrated the moment, but vowed to continue for police reform, beginning with the the George Floyd Justice In Policing Act of 2020, co-written by Vice President of the United Sates Kamala Harris.

Locals responded, including Fareground, Poughkeepsie Observer, Beacon Hood Chicken, Zhanes Pallette, Twinkle, Beacon4Black Lives, Yvonne de Salle, and others.

Black Highway Department Employee & Community Organizer Put On 30-Day Unpaid Leave Since January 2021

This is the notice to the public that Beacon’s City Council will be going into a private meeting called Executive Session, after the public meeting, to discuss “Personnel.” They don’t divulge which city employee it is they are talking about. So we don’t know for sure if they will be talking about Reuben on Monday. It is notable that Reuben’s employment “hearing” after his 30-day unpaid leave was Friday, March 5, 2020. He has not returned to work, as the unpaid leave letter stated that he would not until after the hearing.

Beacon’s new City Administrator, Chris White, in his first days on the job after he finished training with former City Administrator Anthony Ruggiero, put a Black employee on unpaid leave for 30 days in January into February, after that employee declined to resign, and declined to sign a document saying that Beacon could fire him at any time for any reason, but wouldn’t give a reason, according to that employee, Reuben Simmons.

“Civil Service” Jobs - An Employment Chess Game

Designation of an Unpaid Leave of 30 Days comes with a letter. And a packet of complaints, which fulfill an obligation of finding satisfactory grievances for a “Civil Service” job to get rid of someone. These jobs exist within a city or town. Civil Service guidelines are the rules that govern how it’s all going to work. Like a game of chess. We learned a little (OK, a lot) about this when Reuben spoke about it on a podcast the summer of 2020.

Reuben at the time was speaking about how his job title of Highway Superintendent dissolved in 2018. Disappeared. Into dust. He went back down to Maintenence Worker because Dutchess County told the City of Beacon that the job title didn’t exist for Beacon - after Reuben had been promoted by others into the job. But how or why or when did Dutchess County know that? After then-City Administrator Anthony Ruggiero recommended Reuben? And after Mayor (at the time) Randy Casale, who referred to himself as “Highway Superintendent for 16 years” every chance he got, also recommended Reuben?

Beacon’s “Highway Superintendent,” which - according to why he got the job that replaced someone else and made their job title dissolve - should be titled “Superintendent of Streets.” This word choice is what dissolved former Highway Superintendent Reuben Simmons’ job in 2018.

A technicality was triggered. Which is what made Reuben’s co-worker, Michael Manzi, get promoted to the job title that Dutchess County said was accurate for Beacon: Superintendent of Streets. This simple word change (with at least one more job qualification that came with it), dissolved Reuben’s position of Highway Superintendent. To be replaced by Michael Manzi as Superintendent of Streets. There was a lot of hooting and hollering by the Highway Department the night of the vote on Michael’s promotion back in 2019. Reuben wasn’t even demoted. His position just dissolved into Maintenance Worker. All legal. See minute 50:17 of the Beacon City Council video.

But even today, March 6, 2021, Michael Manzi is still identified as Highway Superintendent, not the job title with which he allegedly checkmated Reuben. This isn’t the only job title inconsistency on the City of Beacon’s website: See “During Hot Mess Of Water Department Hires, Beacon Passes Diversity and Inclusion Statement.” But the City of Beacon currently won’t comment on it.

Former Mayor Randy Casale spoke about this job situation also on a podcast. Off-mic, Randy called Reuben’s then-demotion the “biggest regret” of his mayoral career, because he couldn’t stop it. But he tried. Issues of Civil Service, run by Dutchess County, can be triggered by anyone who wants to switch up how a job hire or promotion is going to go, and can make a job disappear. Legally.

But that demotion was in 2018. The 30-day unpaid leave comes in 2021.

The Only Reason ALBB Knows About The 30-Day Unpaid Leave -
The City of Beacon Won’t Comment

When people are hired or promoted, there is a public vote on it by City Council. When they are put on unpaid leave, or perhaps fired or asked to resign, there is nothing public. In fact, police officers who were recently hired, fired or resigned are only traceable because of a public inquiry via a FOIL (freedom of information law) request. That link is offered here on the City Clerk page, but has not been updated since the mayor promised it would, in August of 2020.

How did I find out about Reuben’s $0 income? And how he’s looking at a career loss at the end of it?

He called me. After the first mega blizzard dumped 2.5 feet of snow on Beacon, I answered the phone and right away thanked my friend Reuben Simmons for keeping Beacon plowed. In every City Council meeting, councilmembers had been thanking the Highway Department for plowing.

Reuben had been part of the team driving the trucks clearing the streets for years. This January was another year where he would have been out in the early morning into night, earning overtime that is part of Beacon’s annual budget each year. The overtime is not a surprise. The employees count on it. And they plan for surplus salt, trying to estimate how the winter is going to go.

“I’m sorry, Katie,” Reuben responded to my appreciation. “I haven’t been in the trucks. I have been put on unpaid leave since mid-January 2021. I am embarrassed and I don’t know what is going to happen.”

This isn’t the start of Reuben’s story. His story started years ago. This is the current step.

30-Day Unpaid Leave - How That Works

In the letter sentencing Reuben’s 30-Day Unpaid Leave, City Administrator Chris White instructed Reuben to not speak to any staff of the City of Beacon, or touch any property of the City of Beacon, during work time.

Reuben, who served as the department’s CSEA Union President from 2009 to 2017, had been organizing employees - those who would listen to him, anyway, since not all of them liked him. Especially those who he gave low marks to when he was CSEA Union President, like the employee who allegedly casually brought in a gun to the workplace 6 months after Reuben filed a harassment complaint against him for circulating an unsanctioned petition against Reuben to keep him off a negotiation committee for a contract, or those who didn’t like him being their boss. And then they became his boss when his job title conveniently dissolved.

Reuben’s organizing efforts included supporting the 2 other Black employees. Contract negotiations were happening for their salaries. He wanted all employees to know about their rights, and think about their best interests. Employees of the Highway Department have been without a new contract for some time. The City of Beacon links to one from 2015. According to Reuben, the employee health insurance payments have increased, and with the rising cost of rents and property taxes, people are not earning enough to keep up.

Verifying Reuben’s 30-Day Unpaid Leave - Stonewalled

To begin researching the story, I sought verification from the City of Beacon. I emailed City Administrator Chris White. Chris replied: “We do not comment on personnel matters.”

I then pursued the CSEA Union President, Paula Becker. Not being able to find her anywhere on the internet, and not realizing that she was a City of Beacon employee, I called her number and left a voicemail. And again the next day. The day after that, I received the following email from Chris: “I received notice from other staff that you had called regarding a personnel issue. As I mentioned previously, the City does not comment on personnel issues. I would appreciate you contacting me if you have questions in the future.”

Respecting his original request, I hadn’t contacted any staff. His response got me thinking that someone was impersonating me. I didn’t realize that Paula’s phone number extension was one digit different from Chris’, and that the CSEA Union President was a staff member of the City of Beacon. Did that yield fair representation or advocacy?

Union President As City Of Beacon Employee - Helpful or Fair?

Reuben was used to the dual role of staff and union president. He used to be the CSEA Union President as a Highway Department employee, before he was Highway Superintendent. “I was comfortable with it because I was a strong individual. Some people are not fine with it because the employer can give them certain benefits. Makes it an uncomfortable and tough situation. I was comfortable with having those battles,” Reuben reflected. '“It depends on your character and your personality. Paula, I believe, has a great heart, and wants to see the good in everybody. That's not necessarily the characteristics that sometimes you need, to be tough and fight back face-to-face.”

Verification Gained - ALBB Sees The Unpaid Leave Letter & Complaint Log

To publish this story, I felt better seeing the letter outlining the unpaid leave. I believed Reuben, but I wanted to see the letter and see how it was worded. I wanted to see the complaints behind the disciplinary action. The first response from anyone I verbally tell this story to is: “Well, what did he do? He must have deserved it.” Reuben maintained his answer: “I don’t know.”

“But did they show you a list of complaints?” I pressed.

“Yes, but they don’t say exactly what I did,” Reuben explained. “For example: I ‘drove out of City limits in a company vehicle.’ But I went to Glenham. But Glenham is outside of City limits if I have to service it. If I drive over the I-84 bridge to turn around in the Hudson View apartments to turn back to Beacon, I’m outside of City limits.”

Eventually, Reuben trusted me and showed me the letter. It said exactly what he said it said. Behind the letter was a thick stack of papers. “What are these?” I asked.

“The complaints,” he answered. He was reluctant to let me see them. We chatted some more, and I asked again if I could see them. “What could be so bad that I cannot see them? Is there something unimaginable?” I rattled off some unimaginable things. Surprised, he smiled and said “No,” and his hesitation disappeared. I turned the page to start looking through the stack of complaints. The stack of paper was thick, about half an inch.

These complaints started in the summer of 2020. They weren’t the first against Reuben in his life. He’s already been through another set in 2019, which you can read about here. The summer of 2020 was the same time that Reuben began speaking out at Black Lives Matter speaking events at Pete & Toshi Seeger Riverfront Park about his long history of working in the Highway Department, and racially charged and unfair treatment he has seen, experienced, and been told about while working there.

The complaints read as rows and rows of almost the same words on different line items of dates that said something vague like:

“On July 23*, 2020, Reuben Simmons was at the intersection of South Avenue and Main Street fixing a sign, and did not complete his work.”

“On July 23*, 2020, Reuben Simmons returned late from lunch.”

Copy/Paste those two complaints, change the dates and the intersections, and multiply by 50. Many, many rows of the same repeated. And then finally, a different complaint:

“On September 12*, 2020, Reuben Simmons…” and it was something about how he used a certain number of his Personal hours within a 4-hour period in a way that did not fit compliance.

*The number of this exact date has been estimated. I didn’t take a screenshot. But these were the months.

The worst complaint was a vehicle accident at the transfer station where he hit a civilian car with a company truck. OK. People have accidents. I’ve turned around several times in the transfer station, and it is tight. Question is: Have other employees who have also had accidents in company vehicles been disciplined with a 30-day unpaid leave? We wouldn’t know, because the City of Beacon won’t comment on personnel matters. And they may not answer all FOIL requests. None of mine, at least. And none of them, if answered, have been published since August 2020, as Mayor Kyriacou promised.

So what happened? The accident itself was reported as a complaint. Reuben was supposed to call his supervisor to report an accident, which he did. But the next complaint was that Reuben used curse words to his supervisor during that conversation.

“Curse words?” I asked? Reuben answered: “Yes. I used curse words about the situation in response to what my supervisor was saying. Not calling my supervisor any curse word directly. But speaking about the situation.”

Having a potty-mouth myself, I asked Reuben: “Does no one use curse words in the Highway Department?”

“They use them all the time. Worse. They use racial slurs,” he said matter-of-factly.

Next Step: A “Hearing.” With Witnesses Called By The City Of Beacon

After Reuben refused to resign or sign the letter saying that Beacon could fire him at any time for any reason, he had the option of having a “hearing.” At that hearing, the City of Beacon told him that they were bringing witnesses.

According to Reuben, the list of witness names were not given to his attorney, William T. Burke.

Ironically, back in the day when Reuben filed a harassment complaint about the unsanctioned petition, that the City of Beacon via City Administrator Anthony Ruggiero did not pursue because of lack of physical evidence of the paper petition, the City of Beacon did not care about witnesses. Reuben said he had 2 witnesses: the 2 Black employees who were eventually shown the unsanctioned petition. And Paula, the current union president who allegedly had the unsanctioned petition show up on her desk (perhaps how like Councilperson Jodi McCredo had a mystery letter show up on her front porch, putting her in a very awkward position), which then allegedly disappeared. None of these witnesses mattered for that hearing.

But on March 5, 2021, in a hearing to further detail complaints made against Reuben, the witnesses mattered. What’s that people say about All Lives Matter?

How Long Has Reuben Worked For The City Of Beacon?

Reuben has worked for the City of Beacon Highway Department since 2002, starting as “Summer Help.” His resume goes like this: City of Beacon Summer Help in parks, 2002-2008; Laborer, 2008-2012; Union President for City of Beacon CSEA Local 814 unit 6662, 2009-2017; Maintenance Worker, 2012-2017; Highway Superintendent, 2017-2018; Maintenance Worker, May 2018-August 2019; Working Supervisor, August 2018-March 2020; Maintenance Worker, March 2020-present.

After the summer of 2020 rush of complaints, the City presented Reuben with the opportunity to resign. When he declined, they offered him a letter that he could sign saying that they could fire him for any reason. He asked what that reason could be, and they would not specify. So it easily could have been: “Reuben was at the intersection of Liberty and East Main fixing a sign and did not complete his work.”

He declined to sign these. As he said he did years ago when the City presented him with a letter stating that there were no “racial tensions” in the Highway Department.

“Why Would This Be Happening To You?”

The obvious question is: “Why is this happening to you?” Due in part to Reuben’s role as union president for those years, he may have made people upset. Recently, however, the public has started speaking out, beginning with Stefon Seward, a founding member of Beacon4Black Lives who spoke out on a City Council call during the public comment period, resulting in this deep dive by ALBB to learn new information.

Reuben concluded: "I try to exhaust all internal avenues and best efforts to avoid the situation I am in today, and the City ignored all of that (see past article for reference). Maybe I'm the best person to be in this. I'm embarrassed to be in this. I'm ashamed of the City. In my 19-year career here. It's disturbing and disgusting. Beacon is better than this."

What is at stake if Reuben is fired or resigns? “My career will be cut short and I will lose the opportunity to receive my full retirement potential.”

How ALBB Knows Reuben

Unfortunately, in hearing stories of Black lives, or maybe any life, it comes down to who you know, and why you know it. I first got to know Reuben in 2019 when he got the idea to organize Beacon’s live music event, Rock Out 4 Mental Health, the first music event to bring mental health services throughout the Hudson Valley together in one place set to music, so that the community could easily meet them and get to know these services better. Reuben wanted to de-stigmatize mental health.

I didn’t know at the time that his good friend had died of substance abuse. I heard that friend’s story from his mother, who spoke at the event that June. In attendance at the event were Dutchess County Executive Marcus Molinaro, who is a huge advocate for mental health, and state senator Sue Serino, whose brother died by suicide.

Reuben’s nonprofit organization, I Am Beacon, asked me to be on the planning committee for Rock Out 4 Mental Health. I don’t say yes to many things because of time, but I said yes to this immediately. Reuben ran every planning meeting that we had in my old office on Main Street every other Tuesday. I brought my toddler. Reuben ran in one morning in his bright yellow Beacon Highway Department sweatshirt, to give us notes and direction for the meeting. Reuben says he got personal time approved through Payroll, then attended the meeting. He said he saw his boss, Michael Manzi, that morning. They waved to each other, but then 2 months later Reuben was written up about the attendance of that meeting as a form of discipline, which Reuben says he later disputed.

That morning, he got written up by his supervisor, Highway Department Superintendent of Streets Michael Manzi, for being late. The complaint went into Reuben’s personnel file. If you have heard the podcast about it, you’ll know that it was during this event planning experience that I learned that Reuben was no longer the Highway Department Superintendent. You’ll remember that when I went to write the article about the event, I visited his LinkedIn to get his proper job title. LinkedIn said he was Maintenance Worker.

I asked Reuben about it, thinking nothing of the question. “Hey Reuben - what’s your job title? I see something different in LinkedIn.” He answered that he couldn’t talk to me about it. Couldn’t answer the question. Was going through some things at work legally, but maybe he could tell me later.

Later came one year later during the Black Lives Matter movement. We were going to have the Rock Out 4 Mental Health event again, and were going to ask the City, which had a new Mayor in place, if we could use Riverfront Park again. The former Mayor Randy Casale and Reuben had been close. They argued in public - both having loud voices coming from passionate places - but they were tight.

Randy Casale was part of why Reuben was promoted to Highway Superintendent. Not long after, however, Reuben’s job title of Highway Superintendent dissolved. Turned to dust. Never existed. He was demoted but there was nothing to demote him from. He just was Maintenance Worker again. Why? That doesn’t make sense, right? Right. Two words of how it happened: “Civil Service.”

The pandemic hit, and all events paused. Except Black Lives Matter marches. Or protests in the name of Black Lives Mattering more than the status quo. Whichever you want to call it. Whichever brand you feel comfortable saying, as people tried to chip away at the original meaning of BLM. Which was that Black people were dying, being fired, being ignored, and having to work extra hard to sustain success they made for themselves. Because of white people keeping them down. You. Me. All of us. Systems in general. “All lives” were keeping them down in the name of comfort. That feeling you get when you feel discomfort, so you turn your eyes away and feel comfortable again in your own little world.

Reuben attended a protest march and took to the microphone at Pete and Toshi Seeger Riverfront Park, and for the first time, in a shaky but strong voice, told his story. Even prior to his taking the microphone, there had been tensions between Reuben and the Highway Department. Complaints had already been written about him.

City Cuts Off ALBB From Responding To Questions

Since ALBB published the article, “During Hot Mess Of Water Department Hires, Beacon Passes Diversity and Inclusion Statement,” Beacon’s City Administrator Chris White has refused to answer any questions from this publication. Our door remains open. We will continue to send questions on this and other totally different matters. Even if we send them into the abyss and only hear crickets back.

City Administrator Chris White asked for a FaceTime-type call to get to know each other, since I keep emailing him questions. I email questions to lots of people. To the office of Dutchess County, or to business owners. No one else has requested a video chat to get to know each other better. I get it. I’m a people person too. I like to meet people. But in the media sense, it’s not necessary.

Chris’ final words, for now, to this publication are below. These are very similar to when Mayor Kyriacou responded to one of my questions asking him if he really said something that I had heard. Mayor’s Kyriacou’s response was to give me the definition of hearsay. Hearsay is when you don’t seek confirmation after you hear about what someone may have said. I’m not sure what it’s called when someone doesn’t answer the question but gives you a run-around, condescending, derogatory response.

For the record: Chris seems to do very great work. I am looking forward to his work in project management that he will do in the name of the natural environment. In the name of personnel matters, the experience thus far has been surprising. Perhaps that will change some day.

Until that time, while the City stonewalls any questions about treatment of employees by its employees and its employers, A Little Beacon Blog will continue to receive stories from residents of the community, and will continue to listen to them with compassion. If these stories line up with other stories, and begin matching and forming a pattern, those stories will continue to get published.

some physical proof cannot be seen in words. Slinging racial slurs will never have proof. Unless they are recorded, as with much, much worse happenings like with Rodney King or George Floyd. No one is free from racist behavior. Every day, every single one of us must keep ourselves in check. We must educate ourselves; reach out to make new friends and deeper friendships, to keep ourselves in check.

This treatment of a friend is nothing I would have expected from the City of Beacon. But this story is not new. It’s just not told in a public way.

Below is the current City Administrator Chris White’s last response to me. My response to him follows. Again. I think Chris is very talented. Anthony Ruggiero is very talented too, and I’m so bummed that he resigned. As the City of Beacon has stated: “We have work to do.” Anyone, in any position they are in now, can do better, and shift moves made in their past.

Thank you for your response. I am unable to respond to further questions until you and I have some discussion about journalistic standards for your articles. Since I replaced Anthony, I have tried to treat you as I would a news outlet, but I’m realizing that your blog does not operate in the same manner. I have to say that I also liked your blog’s focus on small businesses in Beacon so I tried to give you the benefit of the doubt in responding to you as time allowed.

The article that you just published on City hiring, which is referred to as a “hot mess,” certainly does not meet basic journalistic standards for unbiased reporting. If you would like the City to respond to you as we do with news media, we will need to establish some comparable reporting standards. With a simple conversation, we could have cleared up some of the inaccuracies and misleading assertions in this article, which is what the local papers would have done before publishing.

If you would like to have a conversation at some point to discuss this further, please let me know, and I will try to be available to you. However, until we can establish some sort of standards, I am not able to respond to further questions.

I understand where you are coming from.

I do not know about other news outlets having conversations with administrations about how those administrations are covered, but having that discussion is not something I would need to have in order to get accurate information for a story, or try to at least. Informing about known or unknown information is what I would do.

Oftentimes, when a positive adjective is used, people are happy. When an unflattering one is used, the word “unbiased” gets returned.

As for coverage of businesses in Beacon, thank you. However, there may be times when local government decisions are unfavorable to business, or a certain businesses, and you may then not like that coverage, or that article.

Any reporter is biased, as a human. Only so many words and topics can get covered because of time and space (paper and digital), so by the very nature of publishing, every piece of content produced is biased.

With a simple email response, you can always shed light on inaccuracies if there are items that need corrected.

As a local paper would have done before publishing, I did try to get answers from you, in order to get as much accuracy as possible. Which you would not give. And now are stating will continue to not give any unless we have a conversation.

Thank you for your consideration in time in responding prior. We are all busy.

This article is not just for Reuben. As torturous as this is to watch. This is for all of the other Black employees who have been ignored by the City of Beacon, or squashed down into dissolved positions.

The people involved in that - are probably some of the best people. Some of the best friends. Families who your family may have had play dates with. This is your check. My check. Everyone’s check. The check of all people’s lives.

Stories resulting from past articles on this are already coming from people who have been ignored on repeat. Most likely, this will extend into the Hispanic, Arab, Jamaican, Everyone community. Get comfortable with people who sound different than you. Are louder than you. Move differently than you.

Beacon Gets New City Administrator Chris White - Taking A Moment To Look Back At Past Administrator Actions

The City Administrator for Beacon is a position that is responsible for knowing about every nook and cranny about the City, and managing the City’s projects and intentions. Without a City Administrator, Beacon would have a hard time functioning. The former Administrator, Anthony Ruggiero, had been with Beacon for 5 years, and gave his notice at the end of 2020 that he would be taking a new position as Assistant Commissioner for Administration with the Dutchess County Department of Behavioral & Community Health.

Background On Beacon’s City Administrators

When Anthony came to Beacon, he stepped away from an administrator position in Peekskill, where he reportedly had a “tumultuous” experience with the Peekskill Mayor Frank Catalina. Mayor Catalina took issue with a settlement for a suspended police officer that Anthony approved, according to reporting in the Poughkeepsie Journal. “‘The City of Peekskill is a council-manager form of government,’ said Ruggiero in that article in 2015, “which is a ‘weak-mayor’ form of government where the city manager handles hiring and firing,” he said. “Beacon, on the other hand, is a mayor-council, or ‘strong-mayor,’ form of government,” he said.

According to quotes from the mayors of Peekskill and of Beacon (then-Mayor Randy Casale) in the Poughkeepsie Journal, Anthony was encouraged out by Mayor Catalina, who introduced Civil Service-type rules to find disqualifications regarding whether Anthony was qualified for the job, which included having a college degree, having at least 3 years managerial experience, and living in Peekskill.

According to the article, Anthony was given a deadline to move to Peekskill, when he lived in Fishkill. When Anthony took the job in Beacon 5 years ago (Beacon does not have a rule where the Administrator needs to live in the city), he nevertheless worked very close to work, with a 5-minute commute, according to the article. Anthony went on to have a successful career in Beacon, shepherding it through many projects and the spending of improvement grants on the City’s infrastructure.

Civil Service Rules As Foundation For Employment Shifts

Anthony is no stranger to a city employee being pushed out of a job position due to Civil Service rules. He was the City Administrator when Reuben Simmons, a longtime employee with the Highway Department who is of mixed race and identifies as Black, was promoted to the Highway Superintendent position. He was recommended for that post by Anthony, according to Reuben, who stated that in a podcast.

After a stint in that position, someone disagreed, and found disqualifications in Reuben’s position when it was determined that Beacon actually had a Supervisor of Streets position, and not Superintendent, which required a different Civil Service test and management qualifications. Reuben was demoted back to a maintenance position after a process involving Dutchess County, Beacon’s City Council, and a letter anonymously delivered to the front porch of a Beacon councilperson from the Highway Department.

At the time, Anthony replaced Acting Administrator Timothy Dextor, who was a volunteer firefighter for the City of Beacon, and Building Inspector until he retired a few years ago, after a long history of aggressive fire code zoning and enforcement, and a dramatic sign battle with a business owner who hung a resist white supremacy sign, and a community of Airbnb owners who feared his code enforcement if they did not invest in fire-safety code requirements.

Enter Chris White As Beacon’s Newest City Administrator

After Anthony gave notice, Beacon Mayor Lee Kyriacou went through a hiring process and appointed Chris White, a former city councilperson for Beacon in Ward 3 from 1996-1997, with whom Mayor Kyriacou served years ago.

Chris told the Beacon Free Press in mid-February: “Serving on the Council also was the start of my career in public service, so my years in Beacon were a formative time for me.” Formerly, Chris had been the Deputy Director in the Ulster County Planning Department. Mayor Kyriacou has praised Chris’ management of land projects for infrastructure, development, and acting on the side of the natural environment.

According to the Highlands Current, Chris spent 10 years managing a district office for Rep. Maurice Hinchey, and holds a bachelor’s degree in politics from New York University and a master’s degree in public administration from SUNY Albany. He told the Beacon Free Press that serving as Beacon’s City Administrator was his goal job: “When I earned a Master of Public Administration degree more than a decade ago, my intent was to work towards being a City Manager. When the opening came up in Beacon, I thought it was worth leaving my position in Ulster County, particularly because of my familiarity with and fondness for Beacon and my prior experience here as a City Councilmember.”

According to Mayor Kyriacou, he screened over 30 applicants and felt the best with Chris. The Mayor had worked with Chris before in Beacon, during Chris’ councilperson days. “Chris stood out because of his planning and project expertise, his regional knowledge, and his genuine passion for Beacon,” the mayor told viewer-attendees during a City Council meeting.

Chris is known for being involved with stopping the construction of a proposed sewage sludge incinerator, telling the Beacon Free Press: “[My time on Council] was a time of transition for the community and for me personally. Beacon was sorely in need of revitalization when I was on Council in the mid-1990s and Main Street was dominated by vacant and underutilized properties. Some of the zoning changes and decisions made during my time on Council boosted early revitalization efforts.”

Since coming on board, Mayor Kyriacou, known for delegation of administrative tasks and responsibility, has taken action to give Chris as much administrative authority as possible. For example, during the 2/1/2021 City Council Meeting, after discussing “Resolution Authorizing City Administrator Christopher White as the Primary Log-In Holder for the City of Beacon Equitable Business Opportunities (EBO) Account,” the Mayor asked the City’s Attorney, Nick Ward-Willis, to draft a law “describing the nature of our government that we can provide to somebody that says something like: “The City Administrator can actually do this… You don’t need to go to the Mayor for… whatever, like taking title to a vehicle… It arises every so often, and it’s usually the dumb reasons, not the really good ones.”

After Double Blizzard, Beacon's Mayor's Office Says Sidewalk Snow Subject To Fine

After February’s blizzard dropped 2.5’ feet of snow, the Dig Out process began. Beacon’s Highway Department drove into Overtime in order to clear the streets day and night. Residents shoveled and powered up snow blowers to clear the snow. Which snowed twice within a 24hr period. Requiring 2 rounds of snow removal for those who were trying to keep up with it.

The following week (yesterday), another snowfall occurred, with more inches of heavy, ice-like snow falling. This prompted the Mayor’s Office to call residents with a reminder to remove snow, stating that baby strollers could not get through some sidewalks. As a pusher of a stroller for 10 years, it is common knowledge that sidewalks in Beacon will never be 100% clear enough for a stroller to get through (and the sidewalks themselves are broken or in some cases, non-existent). Of strollers that can get through plowed snow, a 3-wheel jogging stroller is usually required, which compares to an off-roading vehicle, as opposed to a more common 4-wheel stroller with small wheels, which will barely get through any snow at all.

In the evening of Beacon’s 2nd blizzard, as people returned home from a commute if they have one, or turned away from Remote Learning if they had kids at home during the Snow-Day-Not-A-Snow-Day, the Mayor’s Office delivered a robo-call to residents, reminding them to clear their sidewalks, and letting them know of a fine that could happen if the Highway Department needed to clear their sidewalks for them. Instead of the Mayor delivering the message as he had hours earlier to deliver a vaccination awareness message, residents heard from his assistant regarding snow removal consequences:

 

Please help us keep everyone safe during this inclement weather.

Keep the roads clear by avoiding unnecessary travel; park in City parking lots or in your driveway. Any car parked on a city street after two inches of snowfall is subject to being towed.

Your car needs to be move out of City parking lots 24 hours after the snow has stopped falling so the Highway Department can clear the lots.

Let’s keep the sidewalks cleared for everyone, there were a lot of baby strollers struggling to get through narrow paths last week. It is your responsibility to clear your sidewalk within 24 hours after the snow stops falling. If you do not do so, the City will clear it for you and charge you a fine.

Please do not throw snow in the road as it can turn to ice and can become a hazard.

 

Sidewalk Path Width

Following up on this message, A Little Beacon Blog has reached out to the Mayor’s Office to gain clarification on the required width - if any - on how wide the shoveling of the snow on a sidewalk needs to be.

Shoveling is a lot of work. People who cannot, due to time or physical hardship, hire locals or companies to dig out for them. Blue Green Lawns, a new landscaping company serving Poughkeepsie and Beacon, dug out 10 properties for the first storm, and 4 properties for the second storm. According to Blue Green Lawns, some homeowners specified: “We need you immediately so that we don’t get fined.”

Sidewalk Snow Throwback From Highway Department Plow Trucks

While the sentiment of gratitude is there for the Highway Department to be plowing, and earning anticipated overtime during the winter blizzard season, residents do dread when the truck passes by and pushes the snow from the street back onto a freshly shoveled sidewalk. “It didn’t used to be this way,” one long-time Beacon resident stated, who has lived in Beacon for 30 years and has a corner lot. “They didn’t used to push the snow back into our sidewalk. They left it in the street.”

Also notable is the corner of a sidewalk. If a resident digs out but stops at the corner, then a person must turn around to walk back

Running Out Of Room To Put The Snow

While removing 2.5’ feet of snow, it is unclear on what to do if there is no room at the resident’s property to put the snow. One person’s yard may be spacious, another person’s yard may have large bushes or trees in front, thereby making snow placement impossible after shoveling it from the sidewalk, and forcing it into the street, as it has nowhere left to go.

After snowfall, from time to time and for certain areas, the City of Beacon does remove, or cut, snow from the street to place it in piles near Memorial Park.

Sidewalk Fines If Highway Department Digs Out A Resident

During Monday night’s City Council Workshop meeting, the new City Administrator, Chris White, and Mayor Lee Kyriacou indicated a schedule of pricing, for how to calculate how much a homeowner would be fined, depending on the area needing cleared.

I first knew Justice as an employee of the Howland Public Library, and could count on his bright and friendly outfits to identify himself in the isles of books for anyone in need of a reading recommendation or to know how programming at the library worked.

At the time, Justice only wore yellow - or seemed to - and and like a flower, began to blossom in his Instagram with more visual expressions and art. Always quiet spoken, Justice’s imagery was powerful. Then one day the color purple seeped into his stream, and then Blackout Tuesday froze the world in black squares.

Blackout Tuesday was a social media based movement on June 2, 2020 by two Black women who are executives in the music industry to get everyone to stop and think for a minute in the new whirlwind that had become the Black Lives Matter Movement that started after George Floyd was killed during the day on a busy street by police in Minneapolis, MN.

Blackout Tuesday was the day where the black boxes filled up Instagram boxes. It was originally designed to show support for Black lives, and create reflection. But the stream of black boxes caused silence, and Justice McCray grew scared. He took to his Instagram with a video, guiding people on what to do - why not to stay silent, and how to not block the hashtag.

He has been evolving quickly since that day. Many Black and Brown people were tired after that day, and emotionally couldn’t explain their pain or how they felt invisible any more times. Justice is one person who chose to keep speaking and educating, as a way to help. See this video, or this one, or the many photos with messages at @yellowswagger.

This is not Justice’s first evolution, but it is one that is deeply impacting Beacon and the surrounding areas in this human rights revolution. In late May, Beacon experienced its first protest with people walking down sidewalks on a Saturday with signs. A Black woman who saw it took out her phone to take a video, saying (with sincerity), “Awe, look at that. Beacon is having a protest. How cute!”

The following Monday, however, a much larger protest erupted, starting at the Chase Bank parking lot - an un-traditional place for a protest to take place in Beacon. Word had been circulating that a protest would happen, but no one know who was organizing it, or how it would go. Ciarda Hall, Stefon Seward and Xavier Mayo were young Beacon alums who kind of knew each other, but knew enough that they wanted to band together to bring the movement to Beacon.

Justice knew them in his own way from high school, and wanted to get more involved. Today, he is one of the leading voices, faces and thinkers for what became known as Beacon4Black Lives, a fluid group - both in gender and in organization - that is committed to breaking what is normal in order to discover something new. Fiercely creative, Beacon4Black Lives has led 20 protests so far, supported other organizers in other cities who are trying to make an impact when protesting for specific things, like jail reform, police reform, or in Beacon’s latest protest, breaking the line-items in an all powerful Excel spreadsheet of Beacon’s Police budget.

In one of his first speeches over the summer, Justice expressed: “I am tired of feeling alone.” He told fellow protesters that he had a conversation with an old college friend, and the conversation bothered him. The friend asked: "Why does it matter? I don't think that I could make a difference? What good is my voice going to do?" Justice told him: "If everybody thought that way, nothing would change. Nothing could happen."

Justice continued with this statement, which has become one of his mantras: “This system of oppression needs to end. But White supremacy won't die until white people see it as a white issue that they need to solve, rather than a Black issue that they need to empathize with. This starts with each and every one of us. We need to do what we can. We all have skills. We all have something to contribute.”

In this “Wait, What Is That?” podcast episode, Justice talks with co-hosts Brandon Lillard and Katie Hellmuth Martin (me) about the formation of this Beacon-based movement, where it is headed, why Justice doesn’t identify with any super hero, and why he loves capes.

Uptick In COVID-19 Cases In Beacon Connected To Assisted Living Facility In Beacon, City Says

On Monday evening, during the weekly City Council Meeting for 9/21/2020, City Manager Anthony Ruggiero provided detail for the recent uptick in COVID-19 cases in Beacon during his regular report session (see hour/minute 1:06:00). He explained that the positive cases were connected an assisted living facility located in Beacon. “We had received a number of emails after a News12 report,” Anthony remarked.

That facility, as reported by News12, is Hedgewood Assisted Living Program, located at 355 Fishkill Avenue. Anthony stated that this increase right now is isolated in the one facility, and that State and County Health Departments have been monitoring, and both have been to the facility, where the staff and residents are tested weekly.

According to News12’s report: “A spokesman with the assisted living facility tells News 12, ‘Each of our nearly 200 residents is observed carefully. This facility - subject to 24-hour a day, seven-day a week unannounced inspections, strictly adheres to all NYS Department of Health guidelines.’ The person did not go into detail on the breakdown of cases among residents and employees, or even the severity of symptoms.”

Dutchess County Executive Marcus Molinaro confirmed to News12 that there is likely to be an increase in case number based on this cluster, telling the news outlet: “It is likely going to result in more cases, with severity because of the age of the individuals and sadly, we’ve already seen 1 individual succumb to the disease. We have to engage in that social distancing. We are encouraging people, ya know, we cannot have theses large gatherings. And continue to wear a mask please.”

At the time of this announcement on Monday, there were 27 cases on the Dashboard, "with about 13 that are related to this facility, with sadly, 1 death,” said Anthony. Always a man of dates and schedules, Anthony reflected on the speed of the spread, when he remarked: “This was fast moving. There were 0 cases about 2 weeks ago. Week of September 14th, there was a severe spike of 8 or 9, and then the last week, 13.” Anthony stated he was in regular contact with the Commissioner, and that Beacon’s first responders had been made aware of the situation.

Wednesday night, after another increase to 45 active cases in Beacon, Mayor Lee Kyriacou made an announcement via robo call, which is also texted and emailed to those who opted in. “To be clear, the large increase is from a single residential facility – not from Main Street businesses, or not from children returning to schools.”

Mayor Kyriacou went on to encourage citizens to practice personal safety: “Beacon is doing exceptionally well. We have carefully opened up much of our city activity, while keeping our COVID numbers way down – that is remarkable. Our job as individual members of this community remains unchanged: Each of us must continue to do our part – social distancing and face coverings in public, quarantining if required, being respectful to all. Everyone’s vigilance is essential to keeping us all safe.”

Beacon's Acting Chief Of Police William Cornett Resigns Mid-Way Through Appointment

Just 40 days into his 90 day temporary term as Beacon’s Acting Chief of Police, William (Bill) Cornett has stepped down from his position, and will return to retirement. Bill, as referred to by those who know him, was appointed to the position by Mayor Lee Kyriacou after Beacon’s then Chief Kevin Junjulas announced his retirement, along with Captain Fredericks, soon after police protests and the Black Lives Matter movement started nation-wide.

Lieutenant Sands Frost, who currently works for Beacon’s Police Department, has been appointed by unanimous vote of the City Council to replace Will Cornett, effective August 17, 2020. Mayor Kyriacou said during the appointment at the 8/17/2020 City Council Meeting that apparently no one had stepped forward to volunteer to be in the position until now. The position will pay a pro-rated percentage of the currently budgeted Police Chief salary, which is $147,733, according to the proposed 2020 budget. Mayor Kyriacou thanked Lieutenant Frost for stepping up, “even if it’s not your first choice sometimes.”

The appointment of William Cornett came with controversy, as the Teamsters Local 445 opposed the appointment, stating that William Cornett had been in retirement too long (retired in 2000). At the meeting to appoint William Cornett, Teamsters Local 445 representative, Mike Pitt, spoke to the benefit of promoting someone from within Beacon’s Police Department: “The Mayor continues to say that it is ‘Acting Police Chief’ and totally disregarding the promotion or acting part of someone who is already in a command position in the Police Department, who can make the transition a lot smoother until you actually make an appointment of a Police Chief, after a thorough search.”

At the August 3rd City Council Meeting, shortly after appointments were announced about who was on the selection committee to pick a new Police Chief, 18 callers called in to voice their opinions. Normally, 15 members of the public are on the call total, and maybe 5 of them speak. One of the residents who spoke during the Public Comment portion was Ciarda Hall, a founding organizer of Beacon4Black Lives. Normally callers need to state their name and address during these public portions of the City Council Meeting. While stating ones name is helpful, stating their address seems an overreach of privacy.

As many of us know, the Chief of Police resigned last month. Last week, a committee was named to help choose the new Chief of Police in Beacon. It has come to my attention that the first candidate choice from Beacon4BlackLives was disqualified from the committee simply because you disagree with comments they made at the previous City Council Meeting. Comments that our whole team agrees with.

Nobody in the city agrees with your choice of Acting Chief. Residents in the city don’t feel comfortable and there has even been complaints of sexual harassment within the Police Department against him. the only person who agrees with your choice of Acting Chief, is your neighbor and close friend, William Cornett. Oh wait, isn’t that who you chose to be Acting Chief? Tea. Hasn’t he been off-duty for over a decade? Hasn’t there also been reports of him being racist? This is who you chose?

Nothing about the process to choose this committee or acting chief has been transparent and furthermore, how can we trust the integrity of a committee and have hope in positive change if you are only choosing people who agree with your shady politics based solely in re-enforcing white supremacy and maintaining the status quo?

How can we trust someone who is supposed to be our Mayor but has never reached out to me. The girl who created the Beacon4Blacklives team. A team who literally started this movement and shook the room in our entire city. We have got nothing from you but an automated speech that you already know my feelings towards.

Do you even care about black lives? It’s not that hard to show you care. Yet you continue to fail. stand up if you care Mr. Mayor and step down if you don’t. Because your job is not done when you find a new chief like you said it will be. Make a change. Thank you.

 

A Little Beacon Blog has reached out to the PBA’s Vice President, William Confield, for comment as to rumors of recent allegations of sexual harrasment, as well as to the City Council, Mayor and Administrator. Should we get a response, this article will be updated. What is also not confirmed is when when William Cornett stepped down, if he was asked to resign, if he volunteered, and if the City of Beacon was without a chief for a period of days before Lieutenant Frost’s appointment. We are unable to get a list of officers who work for the Police Department in order to check for who the female police officers are, as the list has not been published to the City’s website yet, but was supposed to be, as was announced in mid-July by Mayor Kyriacou.

Mayor Kyriacou also announced that the City would publish FOIA requests to its website, when members of the public inquire about the backgrounds of police officers. But those requests do not seem to have been published yet.

A Bit Of Beacon History - Real Old School - 1977 and 1988

Officer William Cornett had worked for Beacon for decades, and was on duty during the “racial disturbance” as described by the Poughkeepsie Journal on May 21, 1977. It was during this time that the Spirit of Beacon Day started, as a way to temper racial tensions. At the time, William Cornett was an officer with Beacon’s Police Department, and disputed the release of 3 Black youths (plus 1 who made bail) who were arrested apparently during a riot situation in Beacon.

According to the newspaper from May 21, 1977, “Officer William Cornett, in a prepared statement, said the release of 3 Black youths in their own recognizance 'compounded the violence done by roving bands of thugs.’ Cornett said local citizens should make known opposition to the release. ‘Efforts to protect the public will be futile without their support,’ he said.” The Beacon PBA at the time was also critical of the release of the Black youths, according to the article.

The 1977 article goes on to say that City Court Judge Ian MacDonald released Brian Medley, 17, Ervin Burton, 19, and Michael Bell, 16, following their arraignment on felony riot charges (they are much older today). A fourth defendant, Robert McNair, 16, was held in $1,000 bail pending a later hearing. McNair, back in 1977, was charged with assaulting a police officer and resisting arrest. Cornett said McNair posted bail and was free on that Friday afternoon. Then City Court Judge Ian MacDonald honored a request from then Assistant D.A. Thomas Dolan to release the Black youth. “I think the assistant D.A. was right,” the judge said. “I realized the decision might be unpopular. But these were young people and they did not have a criminal record.” MacDonald also noted that the youths had not used weapons, according to the article.

William Cornett was also in Beacon for a jail cell hanging in 1988. According to a Poughkeepsie Journal 1988 article, the headline of which read: “Theft suspect found hanged in Beacon jail,” went on to explain: “A 36-year-old burglary suspect arrested Saturday by Beacon City Police hanged himself in the Police Department lockup 4 hours after he was taken into custody, police reported.” William Cornett was quoted in the article, and was then a Lieutenant. At the time, he could not release the man’s name, but confirmed that the man had been found hanged in a holding cell at 8pm that evening.

During William Cornett’s appointment to Acting Police Chief in July 2020, Mayor Lee Kyriacou stated that Officer Cornett was the only one the Mayor trusted during Beacon’s dark days of the police department (Mayor Kyriacou and William Cornett are also neighborly and shared a house driveway). Mayor Kyriacou was responsible for launching a Federal Investigation into the Beacon Police Department in the 2000s, which was innitially inspired by Mayor Kyriacou wanting to cut down on overtime pay. Listen to ALBB’s sister podcast, “Wait, What Is That?” to learn all about the Mayor’s experience with the investigation., which led the Beacon Police Department to become accredited, a rarity in these parts that other municipalities like Fishkill are now trying to earn. Former Mayor Randy Casale also speaks on the podcast about the dark days and his role in putting body cameras on Beacon Police Officers.

Episode 4: Lee Kyriacou: About Federal Investigation Of The Beacon Police Department Prior To 2010

During the second @beacon4blacklives (but largest...they had so much success with the first, they collaborated with other organizations to grow the movement) Beacon’s Mayor Lee Kyriacou tried to speak, and in doing so, alluded to his spearheading the Federal Investigation of the Beacon Police Department. During former Mayor Randy Casale’s podcast, this was mentioned also.

Prior to the Black Lives Movement, we actually forgot about this major detail that ended 10 years ago - the investigation, the ridding of a police chief feared by many, as well as his son, also an officer at the time. The investigation is why the department is accredited today - a rarity in these parts. As Beacon talks about police re-imagining, knowing this bit of history is key, as reference points to it are made often.

Announcing New Podcast From A Little Beacon Blog: "Wait, What Is That?"

Hello!

The inspiration for A Little Beacon Blog came from not knowing about things in Beacon. Could  be the timing of a Spring Egg Hunt, or it could be why the Spirit of Beacon Day started (answer: after youth inspired racial riots decades ago!).

As the City of Beacon began growing with development of apartment buildings, a reader lamented one day: "A Little Beacon Blog isn't going to be so little anymore." And here's the truth: A Little Beacon Blog has the word "little" in it for 2 reasons:

1. The assumption was that there would be a lot of blogs about Beacon. Turns out, that manifested in the form of Instagram accounts, which are awesome.

2. ALBB always focuses on the little details. Could be a rose, could be a tree, could be an honoree, could be a bench, could a wrench.


In The Beginning...

At the beginning of the pandemic, people starting recording more videos. Disconnect people from each other, and we break out of comfort zones into new mediums in order to connect. This happened at A Little Beacon Blog too, in the form of a podcast. We set up a studio in Katie's shed, which is ventilated with 2 doors, a fan and an air conditioner, and we wear masks during interviews. Plexiglass is next.
 

About The Co-Hosts...

Brandon Lillard is the co-host of this podcast, and the recording producer. Raised in the City of Beacon, some of you may remember him from that time he attended Beacon High School and created a character for himself: Mr. Beacon High. This was his way of working with many different people. Brandon went on to become a community organizer, youth mentor and podcast producer with Youth Podcast Program, and is a board member for I Am Beacon. Brandon had nudged ALBB's publisher Katie for a while (ok, 5 years) to start a podcast. When in a pandemic, she said yes.

We are so excited to announce to you today the start of the podcast extension of A Little Beacon Blog, called "Wait, What Is That?" It's a podcast dedicated to finding out the answers behind simple and hard questions. Sometimes during our interviews, we discover more questions, and pursue new topics to dig deeper. This could be about donuts made in Connecticut but named after Brooklyn, or the Federal Investigation of the Beacon Police Department many years ago.

We have 5 episodes to start you out with. Do carve the time out of your day during your commute to nowhere, or your gardening time, or your outdoor fitness time.

Many of these episodes will serve you well in your homework for issues going on right now in Beacon.

Because sometimes you just need a cup of coffee and a Popsicle. In discovering their voices, Brandon and Katie take a deep dive into that house on the corner of Cross Street that is a storefront window. Brandon remembers when it was a deli and he went there daily on his way to and from the old Beacon High School.


EPISODE 3: Former Mayor Randy Casale
Well HELLO. Our first interview is with the former Mayor of Beacon for 2 terms: Randy Casale. A born and bread Beaconite who knows everything about everything Beacon. Everything.

We interviewed Randy when he was fresh out of his political silence, during the debate about his stepson's bench and if it should be removed or moved. The original interview was 3 hours.

At the recommendation of his attorney, the podcast was edited down to 39 minutes. The bench issue has been settled for now, so he did not want to reignite.

We talk to him about his experience with the Beacon Police Department, his insistence on and fight for body cameras, and the Federal Investigation of the Beacon PD years ago.

He also discusses with us about the demotion of a Highway Superintendent, Reuben Simmons, who was demoted back down to a worker position, how a mysterious letter dis-crediting Reuben was hand-delivered to a council person's porch, how Civil Service rules worked to legally let it all happen, and if the City of Beacon had an opportunity to keep Reuben in his job, but did not take that route. Even though Randy voted for the appointment of the current Highway Superintendent, Randy said Reuben having the position be taken from him was one of his biggest regrets.


EPISODE 4: Mayor Lee Kyriacou
BAM. Our next interview was with current Mayor Lee Kyriacou. During Randy’s interview, and during the 1st biggest BLM protest in Beacon, we learned that Lee spearheaded the look-see into Beacon’s Police Department in the early 2000s, which resulted in a Federal Investigation. We wanted to learn more about that.


EPISODE 5: Reuben Simmons
Following up on what we learned earlier, we interviewed Reuben about how and why he no longer has the position of Highway Superintendent, after 1 year of serving in it. Katie worked with Reuben when he created the Rock Out For Mental Health music event last year. Many service agencies came together at one community event, which impacted a lot of people.

When Katie wrote the article about Reuben's inspiration for the event, she went to confirm his job title, which had been Highway Superintendent. Reuben worked for the Highway Department since 2002, and she was proud of his promotion. But LinkedIn showed a job descension: where he once was the Highway Superintendent, he was now Maintenance Worker. What happened?

Reuben couldn't answer at the time, as he was filing a complaint about the experience. One year later, at the first BLM sound stage, Reuben spoke out about it. Reuben walks us through the chess match of Civil Service rules which determine how a city can hire, fire, demote, and discipline employees.

Reuben says he did not know about the mystery letter until much later. A Little Beacon Blog has a copy of it, and published it with this podcast so that you can read it. Additionally, we have published the City Council Meeting from February 2019 where each City Council Member voted to appoint Reuben's co-worker to the job under a technicality. During that meeting, many from the Highway Department were in the audience (except for the 3 Black workers in the Highway Department, including Reuben, who say they were not told about the date of the appointment). The staff from the Highway Department can be heard hooting and hollering during the vote. Many on the Council laughed with them.

Reuben continues his work every day for the City, but has this to say on why he speaks out now: "I have experienced unfair treatment, harassment, and retaliation in the Highway Department that has continued after my efforts to bring a number of issues to the attention of city management and leadership. I share my story as a response to the many narratives and rumors spread by childish individuals and because I don’t want it happening to anyone else."

The letter, the public City Council meeting with the laughter, and a timeline of events have been published with this podcast. A Little Beacon Blog reached out to the City Administrator for confirmation of the timeline, and was responded to with an invitation to talk to the City's labor lawyer. While we don't need a conversation, we are awaiting an email response to our questions.

EPISODE 6: Ali T. Muhammad
Ali T. Muhammad was born and raised in Beacon, NY, walking every day down a literal pathway between prison and public school, as his home was on the grounds. He walked the “school to prison pipeline” (and tells us about what that means on this podcast). His father was incarcerated for 12 years, and upon getting released, became the Chaplin for Fishkill Correctional Facility. Ali’s mother was a teacher at Rombout Middle School (and was Brandon’s teacher!).

Ali lived the life of a Black youth in Beacon, and continues to as a Black man in America. As a way to keep himself occupied and on a straight path, he began getting involved with local politics, getting elected as a Council Member for Ward 4 at an early age.

Ali served on Beacon's City Council years ago, and after a period bucking his own Democratic party, wasn't elected back. He was known to stay focused on issues of inequality for Black and poor communities, but was often dismissed. His concerns are coming back to make sense now to more people during this racial revolution. Katie and Brandon talk to Ali about those issues, including how to build a WeePlay Tot Park at Davies Terrace and other low income housing projects that are owned by private, large, wealthy real estate companies. Lots of times kids in the low income housing projects don't have access to transportation to get to city parks, and depend on taxis to get to the Beacon Pool - if they can afford the ride. We discuss this and more.

Next Up: We interview Katie's son, Cole, who wanted to talk about his feelings upon hearing that Paw Patrol might be canceled, and then fact checking the White House who in late July said it was canceled, but was in fact not. Cole tells us what he values about Paw Patrol.

MTA Reduces To Weekend Schedule Preparing For Storm - Advises All To Finish Commute By 3pm

The MTA issued a press release on Monday, August 3rd, 2020 advising riders that service would be reduced to the weekend schedule in preparation for Hurricane Isaias. Empty tractor-trailers and tandem trucks on MTA bridges are banned on Tuesday, in anticipation of tropical storm force winds expected to arrive on Tuesday. Mayor Kyriacou translated the message during Monday evening’s City Council Meeting, and encouraged commuters to complete travel by 3pm to avoid delays caused by the storm.

“High winds pose a particularly serious concern on bridges, which is why we’re instituting a ban on tandem trailers and empty tractor trailers on our bridges from noon to midnight on Tuesday,” said MTA Bridges and Tunnels President Daniel DeCrescenzo. “Additional restrictions may put into place if conditions warrant so we are advising all motorists to look out for announcements as the storm passes through.”

More caution was given in the press release: "Customers should take precautions to travel safely and should defer non-essential travel, if possible, during and after heavy rain and winds. Customers may experience significant delays or disruptions and should allow for extra travel time, take extra caution when walking on platforms and stairs, watch for slippery conditions and be mindful for overhead foliage or wires."

Sender Of "Love Thy Neighbor" Anti-Choice Abortion Flyer Campaign Comes Forward

Graphic Warning: This article contains a graphic image on a flyer that we are sharing to give context to what citizens in Beacon received hand-delivered to their homes.

Back in June, 2020, a reader wrote into A Little Beacon Blog about a flyer they found to be disturbing, that had been put into their yard. The flyer contained a message of anti-choice abortion, and wasn’t the first time this reader had received a flyer. Last year around this time, the reader received a series of anti-gay fliers. This reader has a rainbow pride flag flying from their house, and says they are a queer family. Quickly, a rumor circulated that it was the KKK, which was reported by one news outlet but then retracted almost the same day.

This family wasn’t the only ones to receive the distributed flyers. Other residents with gay pride flags flying outside their homes had also received the flyers. The reader was spooked, has children, and was afraid to let their children play in the front yard. They wrote in: “I am hoping to raise awareness. There was a new wave of anti-choice abortion flyers distributed to the folks who have rainbow flags today. We got one last week and another 2 today thrown into our yard. Last year we got an anti-gay one (we are a queer family). I wanted to raise attention to it if others are receiving these too. I don’t want to be public on Facebook and open my family up further to harassment, but I wanted to draw some attention if there’s a larger trend.”

Several other households had been receiving flyers. At least two others reached out to A Little Beacon Blog to submit photos of the flyers they received and shared with the police. Said one recipient, Kit Burke-Smith, who has a pride flag flying and is part of a straight family: “We believe we have been targeted each time because of our pride flag on our house. Generally, we have found our community to be wonderfully caring and supportive. Knowing that one of our neighbors is repeatedly attempting to intimidate us and others in our community is reprehensible and disappointing,” she told A Little Beacon Blog.

The original reader pursued various channels to get the mail to stop. “Last year, I reported the letter to the police. I spoke to [then] Mayor Casale and a few attorneys, reported the harassment to the postal police, the New York Hate Crimes division and many others. I had dozens of conversations to report the harassment, and to my knowledge, nothing was done.“

Then came 2020. In the middle of the pandemic, and during Pride Month, a new batch of letters arrived. The Beaconite continued: “A few weeks ago, we found the abortion one on the car. I ignored it, honestly. Then, Saturday, we got a new batch thrown into the yard. Other folks we know got them on the porch."

Councilperson Terry Nelson of Ward 1 spoke out against the flyer campaign during his Community Report section of a City Council Meeting, saying: “Unfortunately, a first-grader of one of those families found the letter,” he said. “This has to stop. You have to stop doing this. To the coward who left those fliers, myself and a bunch of other people are allies of the LBGTQ community and just know that there are more of us than there are of you.”

Flyer recipients began suspecting that one of their neighbors was the sender. A Little Beacon Blog asked if they had considered simply approaching their neighbor to ask them to stop. Their response: “I am nervous about my children playing in the front yard.”

Style And Tone Of Letters And Flyers Begin To Match A Public Figure

Having seen the content of the letter, the style and tone resembled that of another Beaconite who has published his statements against abortion before in the Beacon Free Press an on his own blog. The style was so close, in fact, it resembled this letter to the editor published last year that sparked a large backlash to the newspaper for even publishing it. Here at A Little Beacon Blog, it inspired an article to be written about censorship. The writer, Richard (Dick) Murphy, had cried out to his newsletter list about local newspapers who had censored him. A Little Beacon Blog wrote in response the need for censorship, why it is helpful in some cases, and how it happens every single day because media outlets simply cannot publish all of the words in all of the world every single day.

Just as we were going to cross reference the styles, another Beacon resident received a postmarked letter from R. Murphy, with his return address on it. The postmark was out of Albany. The letter began by referencing his former political campaigning days: “I prefer handouts to signs, too many of them during my political campaigns I guess.” He signed the letter Dick Murphy. A Little Beacon Blog put on the list of things to do: “Email Richard Murphy to ask him if he is the same R. Murphy from the signed letter, and if he has been distributing unsigned flyers.”

When readers write in to you, spooked for their own safety and the safety of their children, a blogger will seek truth. While it seems unkind to call attention to someone who is doing something that most people would find mentally unhealthy, even if most of their intentions in other parts of their lives are good, to the receivers of the flyers and letters, they are frightened. Plus, conclusions are fabricated and made up. For instance, because this happened during the BLM protests all over the world,that the flyers were from the KKK. So to help these people find an answer and ease their fear, this article was produced.

Confirmation Pursued; Confirmation Received

On July 16, 2020, an email came into my inbox from Richard (Dick) Murphy. It happens from time to time. Richard (he prefers to go by Dick), sends emails to his list of about 125 people, most of whom never signed up for his list, wanting to know their opinions of his latest blog posts. Years ago, without my approval, and without me even knowing who he was, Richard added me to his newsletter list. When he can’t get published in a newspaper, he emails this list of email addresses to rant about it, and rails about the First Amendment protecting his right to get published in a newspaper.

Some people request to be removed from his list, and then he denies their request, citing the First Amendment. His response last year on July 19, 2019 to my request to be removed, when I referred him to the Can-Spam Act: “THE CAN-SPAM Act...gad! Never said you were required.” And then I was never removed.

This time, on July 16, 2020, he asked us what we thought of the removal General Lee’s statue. This sounds pretty random, and it is. Richard has a thought, blogs about it, and then emails us on his list. Richard didn’t specify which General Lee statue. My assumption is that he is referring to the 6-story statue in Richmond, VA. I replied to him via email by asking him questions about the flyers and the letters he sent with his signature and home address on them in the return address section of the envelope.

On July 17, 2020, Richard (Dick) emailed me back about the flyers. Hi hit Reply-All to his whole list, and sent me the below response:

“Regarding the First Amendment, it's a glorious thing. Hand delivering information to houses is done all the time especially during political campaigns and unfortunately it now seems it is always political campaign time in our country. The news is full of it, the media the newspapers etc. If a citizen thinks certain topics are not being given sufficient coverage or if local newspapers avoid printing letters of one opinion or another it is incumbent to find alternative ways to communicate. As I said, Isn't the First Amendment wonderful and isn't a healthy, reasoned and honest exchange of ideas what democracy is all about? Really, a "Love thy Neighbor" message shouldn't be all that "disturbing" or "scary." And, regarding "grotesque? Isn't 60,000,000 new lives destroyed by abortion since Roe rather grotesque? Let's keep the exchange going for the sake of democracy and the nation we love.

How The City Of Beacon Responded

In June 2020, Pride Month, Mayor Lee Kyriacou donated a pride flag to City Hall. The rainbow flag flew all month. A Little Beacon Blog reached out to the Mayor, the City Administrator Anthony Ruggiero, and to Terry Nelson who had first spoken against the flyers, asking if the City had received any letters, since it had the pride flag, as well as how they felt about this outreach. Anthony usually knows the rules around campaigning, knocking on doors, and perhaps about distributing flyers, so we sought some guidance there.

So far, we have only received a response from Terry. Questions and answers are thus follows:

ALBB: During a City Council Meeting when you first addressed the issue, did you know who was placing and sending the flyers?

“I had my suspicions, but I couldn’t 100% confirm it.”

ALBB: How do you feel about a neighbor sending his neighbors mail about his personal views? On a repeated basis?

“I hate it because it is harassment, plain and simple. I even asked this individual to stop emailing me his hate filled, bigoted blog posts only to have him accuse me of violating his first amendment rights. I never asked to be placed on his email list. This has gone on for about two years.”

Who Is Richard (Dick) Murphy?

Richard lives in Beacon and cares about it very much. He has a political history, that for clarification sake, I asked him to confirm so that we can know how he served:

“By the 1960s I was teaching High School American History putting the stress on The Bill of Rights and specifically the First Amendment as well as the amendments aiming for political and racial equality, Getting into Democratic Politics in the 1970s and appointed by Mayor Cahill to Chair the Beacon Human Relations Committee, I aimed at the integration of the Beacon Volunteer Fire Department, accomplished in 1978. A Democrat for most of my life, I ran on the Party line for a seat in the County Legislature in 1979 and was defeated. Ran again in 1981 and won and was reelected eight times retiring in 1999. I became Minority Whip in the Legislature for several years serving under an excellent Minority Leader Mrs. Kip Bleakley. I was pushed into a dissenter role by the Party when it gagged Governor Casey of PA barring him from giving a pro-life address to the delegates at the 1992 Convention.“

Beacon's PBA (Police Union) and City Mayor Issue Joint Statement Of Respect and Communication

After a volley of open letters to each other (here, here and here…with a scathing letter from the Local Teamster 445, to which ALBB sought clarification for intentions here), Beacon’s Police Benevolent Association (PBA) by way of Vice President Michael Confield and Beacon’s Mayor Lee Kyriacou have issued a joint statement of support and cooperation to move forward with direct communication with each other. This also follows a “Support The Beacon PD” rally in Beacon last Sunday, which was met with voices from the Black Lives Movement.

The City of Beacon issued the following press release on Monday, July 27, 2020:

BEACON, NY: Mayor Lee Kyriacou and Beacon PBA Vice President Michael Confield jointly announced their commitment for the City and police union to communicate regularly and productively on issues affecting police, the City and the community.

Late Friday afternoon and on Sunday, representatives of the Beacon Patrolmen’s Benevolent Association met with City Administrator Anthony Ruggiero and Mayor Lee Kyriacou for lengthy open and productive conversations – involving listening, information sharing, assurances of respect and agreement on communication going forward.

Mayor Kyriacou and PBA Vice President Confield together stated, “We’re both appreciative of the open dialogue and are committed to making sure that city and police leadership are listening and sharing viewpoints.”

Separately, Mayor Kyriacou said, “I truly appreciate and applaud the PBA for reaching out, and working together to close the communication gap. All of us agreed that we should have reached out sooner, and that going forward, the communication will be frequent and open.”

PBA Vice President Confield also added, “Our conversations were very productive. We appreciate the Mayor’s and Administrator’s willingness to hear our concerns, and look forward to ensuring that everyone is heard in the ongoing process of improving police-community relations.”

The Mayor added, “Each time I greet an officer, my first words are ‘thank you’ and more recently, ‘I appreciate the difficult situation you are in.’ That support continues unabated.”
