179 Healthcare Workers Across UK Bring Awareness to 179 Detained Palestinian Healthcare Workers Missing In Gaza

Early in September 2024, nearly a year after Israel’s intensified genocide on Palestine, 179 healthcare workers gathered across the UK to bring awareness to 179 Palestinian healthcare workers detained by Israeli forces, as reported by Amnesty International UK.

In their Instagram post, which was reposted by the retail brand WearThePeace who has taken on a journalistic role after US Media has largely not reported on Palestinian detentions and detainments, Amnesty International UK stated: “Last week, 179 healthcare workers from across the UK gathered outside St Thomas’ Hospital to demand freedom and justice for the 179 Palestinian healthcare workers who are detained without charge or trial by Israeli forces.

“Among those in secret detention is Dr. Khaled Al Serr, who was taken in March this year from Nasser Hospital in Khan Younis. His family have yet to see him or hear from him.

“These healthcare heroes should be saving lives, not facing torture or being criminalised. We urgently call on the UK government to demand the Israeli authorities reveal the whereabouts of these healthcare workers and release them immediately.”

Beacon Ceasefire Coalition Rallying For "Not Another Bomb Campaign" Arms Embargo On Israel Sat/Sun August 17/18

From a press release issued by the Beacon Casefire Coalition:

Please join the Beacon Ceasefire Coalition for 2 events this weekend on Saturday (Kingston) and Sunday (Woodstock) as part of the Not Another Bomb campaign. Not Another Bomb is a national initiative started by the Uncommitted Movement to rally across the country for an arms embargo on Israel.

From the mission statement on the Not Another Bomb petition page: “We know that in order to achieve a permanent ceasefire in Gaza, the U.S. must stop arming Israel’s war and occupation against Palestinians. That’s why we are calling for an immediate embargo on US arms to Israel. Join us in calling on presidential candidate Kamala Harris to distance herself from Biden’s disastrous policy of arming Israel’s ongoing genocide and occupation in Palestine. Not another bomb!”

This weekend's actions take place just before the Democratic National Convention (DNC), as a way to demand that our politicians in the current and upcoming administrations end the U.S.'s unlimited funding and arming of Israel's violent assault on Palestinians.

Whether you can attend one event, both, or neither, please also sign and share the main Not Another Bomb petition here: https://actionnetwork.org/petitions/not-another-bomb-sign-on-letter

We look forward to seeing you this weekend, and thank you for your ongoing support. Free Palestine!

Will Beacon Democrats Denounce Kamala/Biden’s $20 Billion Expense To Israel To Continue Bombing Palestinians?

When Kamala was announced as the candidate replacing Biden, Lisa Jessup, Chair of the Beacon Democrats said via Instagram: "Thank you, Joe Biden, for your leadership and service, and being the most effective and positively consequential President of our lifetime." To which a Beacon resident, Call.Me.Ella.Mar, responded: "Are we talking about the same president? Underwhelmed, once again, by our local dems."

The Beacon Democrats may be gearing up to host voter registration events around this city/town. The question is, at those events, and in their social media, will Beacon Democrats denounce the newest $20 Billion expenditure that the Biden/Kamala administration has authorized to Israel to continue bombing Palestine? According to Al Jazeera: “The Biden administration has approved sending $20B worth of arms to Israel, even as the US publicly calls for restraint in the war on Gaza. Israel has used advanced weaponry to obliterate most of Gaza’s infrastructure and kill tens of thousands of Palestinians.”

As Democrats demand more affordable health care for all, and continued Pre-K for all, would this money not be better spent on those issues? As Democrats call for gun control, why would sending arms that obliterate Palestinian citizens make sense?

Pictured here is a video of a rescue team “cutting into the skin, not out of choice, but necessity, trying to ‘save'' what’s left of a bombed body, dangling from the ruins of a once-safe home.”

Aren’t Beacon Democrats advocates for affordable and safe homes? Yet Israel plans to expand their territory into Palestine, as explained and illustrated in this Washington Post article, “Israel Is Redrawing the West Bank, Cutting Into A Prospective Palestinian State” using American money earmarked for Israel’s “self defense?”

"Israel Just Burned Or Beheaded Over 100 Palestinians While They Were Praying In Less Than 5 Minutes In Gaza City"

Editorial Note: 🇵🇸 Hello. If you’re new here to A Little Beacon Blog, you should know that we post about Palestine. In addition to the ✨good and troubling things happening in Beacon. If you’re only watching the regular news, like CNN, MSNBC, FOX News, New York Times, Washington Post, then you may not know all of the details of what’s been going on, and how it impacts your life as an American citizen. Smaller brands like this one, and especially this one since we are a media outlet, have taken it upon ourselves to spread the word.

The Palestinian poet, Mosab Abutoha, who was taken by Israeli military IDF while he was waiting in line with his family to evacuate Gaza in December 2023 and wrote about his experience in the New Yorker, reported this:

August 8, 2024: USA urges the resumption of negotiations to reach a ceasefire.

Keep in mind, on July 31, 2024, Israel assassinated Hamas’ political chief and lead ceasefire negotiator, Ismail Haniyeh, after having killed 3 of his children, his grandchildren, and at least 60 members of his family, according to Al Jazeera. See also this report from the Washington Post.

August 9, 2024: (CNN) US releases $3.5 billion to Israel to spend on US weapons and military equipment.

See videos below of the twin babies who have died, and the Palestinians who continue to have their bodies shredded alive due to US funding of Israel for these weapons.

“A deadly Israeli attack on a school in Gaza has renewed calls for the United States to stop providing staunch support for Israel, including weapons transfers that rights advocates say are fueling atrocities in the Palestinian enclave.

“The Gaza Civil Defense agency said more than 100 Palestinians were killed and dozens more were injured on Saturday when Israel launched an attack on al-Tabin school in Gaza City.

“‘The US & allies are claiming a ceasefire is near. But all Palestinians see is more death, dislocation, & despair. The genocide continues,’ James Zogby, co-founder and president of the Arab American Institute, wrote on social media.

“‘It past time to end the charade. Israel doesn’t want peace or a ceasefire. Why are we still sending Israel weapons?’

“On Saturday morning, CNN journalist Allegra Goodwin said in a post on X that the US news network had confirmed a “US-made GBU-39 small diameter bomb” was used in the deadly Israeli attack on al-Tabin school. Al Jazeera could not immediately verify that report.”

Every Weekend This Happens, And The Days Inbetween

Every weekend, Israel has committed some kind of heinous massacre. At first it was shocking, disturbing, life could not go on as normal in the bouncy castle room with the kids on 9D as we passed a Saturday. Now that Israel’s actions have become the norm, the fight is directed toward VP Kamala Harris to step up into her power to stop this, and fight back against the weapons industry she professes to be passionate about, or step aside for Dr. Jill Stein and maybe Cori Bush to break the cycle.

You won’t see much of anything about orange Tea here. We deplore that flavor.

SUNY Schools BDS Globalize the Intifada: International Solidarity Panel, July 19

This Friday, on July 19th at 11am est, SUNY BDS will be hosting an international panel with participants around the globe to discuss the student movement in support of Palestine. Since the beginning of israel’s genocide, we have seen that complicit rulers and capitalists stand on the side of israel while peoples of the world and students continue to stand up for Palestine. It is time we bring together all our movements for a stronger and more coherent resistance against Zionism and imperialism internationally!

Following the massacres committed by the Zionist entity upon innocent men, women, and children, students across the world have joined forces to take an unconditional stance in solidarity with Palestine. The unconscionable human rights violations committed with our taxpayer money– with our complicity –demands that we fight and do our part for the Palestinian liberation movement.

Just as SUNY BDS strives to bring together the 64 SUNY schools in New York state, we are hosting this panel to bring this effort to a global audience. We witnessed in the past 9 months how student organizers become more empowered and successful when allowed to organize in spheres with like-minded comrades. This panel will be a first step to truly Globalizing the Intifada.

Our panel will include students who organize and fight for Palestine on 4 continents:

  • SUNY BDS (New York)

  • Columbia University (New York)

  • Özgür Üniversite Hareketi (Türkiye)

  • Swaziland National Union of Students (SNUS)

  • Students for Palestine (Netherlands)

  • American University of Beirut (AUB) SJP Lebanon

  • University of Tokyo Komaba Campus Encampment

  • Glasgow University Ghassan for Rector, Scotland, UK

Students will be sharing their experiences from their respective countries, discuss the state of the Palestine solidarity movement across the world, and think about ways to develop our coordination as the struggle continues. We invite everyone to join the conversation in a spirit of international solidarity that we will advance going forward!

Statement From The Beacon Ceasefire Coalition Regarding A Permanent Ceasefire and Land Back In Gaza

A few Regulars of the Beacon Ceasefire Coalition.

We are the Beacon Ceasefire Coalition, a diverse group of local individuals who are united in our support of an immediate and permanent ceasefire in Gaza. We celebrate that on March 4th, 2024, the Beacon City Council voted to pass a resolution calling for an immediate and permanent ceasefire in Gaza. As our work for a safe and free Palestine continues, we would like to introduce ourselves, and to share more about why this resolution is important to us.

The Beacon Ceasefire Coalition is a diverse, multicultural, and multi-ethnic group of individuals from Beacon and the greater Hudson Valley. We are Palestinian, Arab, Indigenous, Black, Asian, and white. We are Muslim, Jewish, Christian, Sikh, spiritual, non-religious, and atheist. We are 3rd generation Beaconites and recent transplants. We are LGBTQIA+. We are disabled. We are parents and grandparents, mentors and caregivers. We are students and professionals, business owners and day laborers.

Our beliefs are as varied and complex as our different identities, yet what unites us is the shared conviction that Israel’s war on Gaza since the Oct 7th attacks is unjust, inhumane, and must stop immediately. Our coalition’s common goal is to do everything in our power to end the death and destruction currently happening in Gaza.

Since the October 7th attacks, Israel has bombed, shelled, sniped and otherwise attacked Palestinian civilians and their way of life in Gaza. Israel has destroyed Palestinian homes, religious buildings and institutions, schools and universities, roads, bridges, desalination plants, bakeries and all other infrastructure. In addition, since Israel controls the borders of Gaza by land, sea and air, it has stopped food, water, fuel, medicine, humanitarian supplies and other aid from entering Gaza.

Currently every person in Gaza suffers from food insecurity, and people in the north of Gaza are already experiencing famine. The number of Palestinians who have been killed (over 37,000), injured (estimated over 100,000), and displaced (1.9 million) as of June 2024 horrifies us, and our work is in their honor.

We condemn the carpet bombing of Gaza, the forced displacement of its people, their forced starvation and blockade of food, water, medicine, electricity, and humanitarian aid, the constant shelling and targeting of civilians, and the humiliation and abuse of their abandoned homes by IOF. Most importantly, we believe there must be an immediate and permanent ceasefire in Gaza, the establishment of safety and security of all Palestinians in Gaza, the West Bank, and East Jerusalem, and the right of Palestinians to return to their homes in Gaza. It will take action on the world stage, including the cessation of military and financial support from Israel’s many allies, to stop and sanction Israel’s war on Gaza.

We see our coalition’s work as twofold: to send a local message to our national leaders that they have a moral and professional imperative to act, and to build a community and solidarity with those locally impacted by the violence in Gaza.

In January, our coalition began working with the community in Beacon and our City Council members to draft a concise resolution that would send a strong message to our electeds that the people of Beacon want the United States to stop funding Israel’s war on Gaza. We are appalled that Beacon alone contributes an estimated $200,000+ in taxpayer revenue to arming Israel. In working towards this resolution, many of us testified at City Council meetings, sharing how our personal experiences led us to the shared goal of an immediate and permanent ceasefire in Gaza.

While this process built solidarity and community, we also endured injustice as a result. During public comment at City Hall many citizens who spoke against the resolution were permitted to use dangerously racist, violent, Islamophobic and xenophobic rhetoric. In contrast, several times, the Mayor called out our group’s impassioned speeches as violent or inappropriate even though our group was following the Council’s guidelines. The unfair treatment was jarring, and through this process, we were given a window into the Palestinian experience of invisibility and degradation.

Our goal since the beginning of this effort has been to work towards an immediate and permanent ceasefire, with the right of Palestinians to return to their homes in Gaza. We do not value one people over another, nor are we advocating for a particular solution to the Israel/Palestine issue. We utilized the democratic process towards passing a resolution with the Beacon City Council – and together we made it happen. We are grateful that the majority of the Council met the moment and voted for the resolution. We see Beacon’s ceasefire resolution as an expression of our community’s conviction that people everywhere from the Levant to the Hudson Valley have the right to live in peace, safety, and security. Together, we will continue our work for Palestinian liberation.

Fighter Jet Parts Manufacturer Ametek Rotron Disrupted In Woodstock, NY By Activists Opposed To Israeli Genocide On Palestinians

by Arvind Dilawar

On May 7, activists opposing the ongoing Israeli genocide in Gaza — which has killed more than 36,439 Palestinians, including 15,000 children, according to Al Jazeera at the time of this writing — blockaded the Ametek Rotron manufacturing facility in Woodstock, New York. For 9 hours, more than 30 activists physically obstructed the facility’s two entrances using “lockboxes,” pipes allowing them to securely fasten themselves to one another. They maintained the blockade until law enforcement from local, county and state agencies, armed with riot gear, K9 units and angle grinders to saw through the lockboxes, arrived to forcefully remove and arrest them.

Activists made it clear that there will be no business as usual while these facilities are enabling massacres occurring in Gaza.

“Police proceeded to forcefully drag protestors backwards, still hooded, out of the driveway,” said an activist in their press release, referring to hoods that officers had thrown over activists’ heads.

Ametek Rotron produces fans, blowers and cooling systems for a variety of military aircraft, including the F-15, F-16 and F-35 fighter jets, per the company’s website. The three fighter jets have been identified by Palestinian activists as some of the primary weapons systems being provided by the United States to the Israeli military. According to Workers in Palestine, a coalition of Palestinian labor unions and professional associations, Israel has a fleet of F-15s, F-16s and F-35s, all of which are being deployed in Gaza.

Production of the F-35 in particular has been targeted by activists worldwide, due its development as a “Joint Strike Fighter” produced by Australia, Canada, Denmark, the Netherlands, Norway, the United Kingdom and the United States. Since February, a Dutch court has blocked shipment of all F-35 parts from the Netherlands to Israel due to the ongoing genocide, as reported by Reuters.

World-Wide Actions To Block Weapons Facilities

As the activists in Woodstock acknowledge in their press release, the blockade of the Ametek Rotron facility occurred within the context of similar actions around the world. Since 2020, activists in the United Kingdom, particularly those with Palestine Action, have targeted the facilities of Israeli weapons manufacturer Elbit Systems, permanently shuttering multiple sites. Stateside, activists have also demonstrated at the headquarters of Colt’s Manufacturing Co. in West Hartford, Connecticut, due to the company supplying M41A assault rifles and accessories to the Israeli military, as reported by Stamford Advocate.

Huge Amounts Of Money That Israel Spends On US Manufacturers Of Weapons

As reported in the article: “Colt’s Manufacturing has secured several major Army deals in recent years, including a $26.7 million contract awarded on May 1 for M4A1 carbines, suppressors, and flash suppressors, with the work to be done in West Hartford. ‘Fiscal 2024 Foreign Military Sales (Israel) funds in the amount of $26,675,000 were obligated at the time of the award,’ reads the announcement on the Defense Department website.”

Additionally, activists have blockaded a manufacturing facility of Lockheed Martin in Sunnyvale, California, due to its production of F-35s and other weapons used by the Israeli military in Gaza, per Democracy Now.

“This action is in solidarity with a global moment exposing the terror manufactured at facilities such as Ametek Rotron,” said the Woodstock activists in their press release. “... Activists made it clear that there will be no business as usual while these facilities are enabling massacres occurring in Gaza.”

POEM: To Anyone Who Tells Me That I Support Terrorists; That I Don't Know What It's Like To Be Jewish

Sometimes when someone says something to me about Palestine - either a stranger in Comments, or a regular Instagram person in Comments, or a regular Commenter here at the blog itself, or a person I know in real life - it can trigger a poem to process what they just said. In this case, someone who I know for years, and had just spent several hours with in one of the most pleasant and fun experiences, did an about face on a Monday evening. Unprovoked directly by me, resulted in them letting me know their thoughts in a random DM.

If it triggers a response in me that may help others, the response is put into words if possible, and then into a poem. Or word phrases. However you grammar dart enthusiasts want to target it to say what it isn’t. :) It’s words. And if they help someone, they are here.

To anyone who tells me that I support terrorists.
That I don’t know what it’s like to be Jewish.
You’re right.
I don’t know what it’s like to be Jewish.
Or to have your family be wherever they are from.

I also don’t know what it’s like to be Black.
Or to have my family stolen from me and my body sold.

I know what it’s like to study the Holocaust.
I know what it’s like to be challenged.
I know what it’s like to be asked:
“What would you do if this were happening again?”
I know what it’s like to be racist.

I know that telling me that I support terrorists and that I don’t know what it’s like to be Jewish is an extremely racist thing to say.
You are extremely racist.
Were before. And still are. Despite my hope.

You wish ill on me.
You wish I get what I deserve.
This is not what is breaking my soul today.
Something completely different and unrelated is breaking my soul today.
And making me stronger and more focused. Clarity.

Doing anti-Zionist, anti-occupation, liberation work is healing my soul today.

Free Palestine.

Hudson Valley Activists Drop Banners Demanding U.S. and NYS Divestment From Israel’s War Crimes

Early Wednesday morning (5/29/2024), a group of local Hudson Valley activists hung banners on four I-87 overpasses visible to northbound traffic. The banners call for the end of U.S. and NYS funding of Israel war crimes in Gaza, and bring attention to the slaughter of displaced civilians currently ongoing in Rafah by the U.S. funded Israeli military.

The banner that hung south of Newburgh read: “Permanent Ceasefire.” For Kingston, the banner read: “Divest From Genocide.” For Saugerties, the banner read: “Let Gaza Live.” For Leeds, the banner read: “Free Palestine.”

Over the last several days, the Israeli military invaded Rafah, a designated “safe zone”, and carried out massacres by bombing displaced families in tents, killing dozens of people, according to AlJazeera and other news outlets. The death toll is still rising.

American citizens have been pleading with their elected officials to stop voting for more military aid to Israel for over 8 months, and to support a permanent ceasefire in Gaza. Yet, elected officials have continuously refused to listen to their constituents. “We call upon every decent human being to demand an end to U.S. military and financial support that has enabled the total dehumanization and genocide of the Palestinian people. As Jews, we are horrified by Israel’s brutality and total disregard for human life. We say 'Never Again is Now! Enough!' said two activists who are senior citizens of Beacon, NY.

"The massacre of civilians across Gaza, and now in Rafah, is a direct result of the Biden administration and Congress’ continued political and military support for Israel’s genocide in Gaza," say the activists. "Now is time for the U.S. to stop funding Israel’s genocidal campaign and to place an arms embargo against Israel in accordance with U.S. and international law, to end U.S. complicity with war crimes."

The activists pledge to continue demonstrating in different ways. "Hudson Valley residents will keep organizing to demand a permanent ceasefire, an end to the immediate horrors devastating Gaza, funded by U.S. taxpayers, and to end the occupation. We urge every person of conscience to join our demands to stop the genocide in Gaza and free Palestine.

A March, Storytelling and Poetry Commemoration For Nakba 1948 Happening May 15th From Train Station to Pohill Park

The Beacon Ceasefire Coalition has organized a march to commemorate the 1948 Nakba of Palestine. According to Wikipedia: “The Nakba (Arabic: النَّكْبَة an-Nakba, lit. 'the catastrophe') was the ethnic cleansing of Palestinians in Mandatory Palestine during the 1948 Palestine war through their violent displacement and dispossession of land, property, and belongings, along with the destruction of their society, culture, identity, political rights, and national aspirations. The term is also used to describe the ongoing persecution and displacement of Palestinians by Israel. As a whole, it covers the fracturing of Palestinian society and the long-running rejection of the right of return for Palestinian refugees and their descendants.” Israel celebrates this time as “Israeli Independence Day,” which began their sanctioned occupation of Palestine.

Locally, the Palestinian restaurant, Ziatun, is historically closed on this day.

Says the Beacon Ceasefire Coalition press release: “We will have storytellers, poetry, and community to remember the catastrophe that expelled over 760,000 Palestinians, wiped out 531 villages, and killed 15,000 Palestinians. The Nakba resulted in over 7 million present-day refugees and a global Palestinian diaspora. We welcome the Hudson Valley community to honor this day with us, and to march before sharing tea, stories and healing in the park followed by a candlelight vigil.”

NYCLU Says Beacon's City Administrator Chris White Violated The Open Meetings Law For Blocking Ceasefire Sign and Calling For Arrest Of Citizens

Beacon’s City Administrator placing his hands on a pro-Palestinian, anti-genocide protester at Beacon’s City Council and Mayoral Swearing In Ceremony while Congressman Pat Ryan spoke.

Senior Staff Attorney for the NYCLU (New York Civil Liberties Union), Beth Haroules, sent notice to The City of Beacon’s Administrator Chris White, Mayor Lee Kyriacou and the City Council that City Administrator Chris’ behavior violated the Open Meetings Law during Beacon’s Swearing-In Ceremony for City Council and Mayor on January 6, 2024 when Chris prevented the protesters from silently holding their Pro-Palestinian and anti-genocide banner that read “Ceasefire” while Congressman Pat Ryan gave remarks.

The letter described the scene, which has been published in full below, and includes description of public video footage of both the ceremony from the front of the room where the Mayor was, and the disruption in the back of the room by the City Administrator. That video footage has been published at the bottom of this article.

We urge the City to avoid treating silent protestors who may attend City meetings and events this way.

The Letter, Republished In Full

Dear Mayor Kyriacou and City Administrator White:

On behalf of the New York Civil Liberties Union, we write to express our concerns about the events surrounding a peaceful and silent protest conducted at the Beacon Mayoral and City Council swearing-in ceremony on January 6, 2024 by residents of Beacon who were attending this public event. We urge the City to avoid treating silent protestors who may attend City meetings and events this way, and to respect the First Amendment rights of protesters going forward.

The silent protesters did not shout or interrupt Representative Ryan – they simply told the people holding down the banner that they would not let it go.

The Events of January 6, 2024

The Memorial Building, where the Swearing In Ceremony took place in Beacon on January 6, 2024.

The swearing-in event was held at the Veterans Memorial Building, owned by the City of Beacon and currently occupied and used by the Veterans of Foreign Wars (“VFW”). It was a governmental event that was very much open to the public. During the swearing-in event, Mayor Kyriacou introduced U.S. Representative Pat Ryan to address the gathering.

Representative Ryan has been greeted at his public speaking events by various of his constituents requesting that he support a ceasefire in Gaza. As Representative Ryan began to speak, four people (three of whom are residents of Beacon, all of whom are Representative Ryan’s constituents) who were sitting in the last row of seats stood up and unfurled a small black cloth banner that read “Ceasefire” in white letters.

Nevertheless, the City Administrator directed the police officers in attendance to arrest these peaceful protesters. The officers indicated that they would not arrest anyone unless a VFW representative asked them to do so..

Christopher White, the City Administrator, and several people in attendance immediately moved to the side of and behind these four silent protesters and tried to hold down the banner. The silent protesters did not shout or interrupt Representative Ryan – they simply told the people holding down the banner that they would not let it go. The videotape of the swearing-in event, with a camera angle on Representative Ryan and the Mayor and other members of the City Council, shows that no one at the front of the hall appeared to be disturbed. No one even turned in their seats or appeared to be looking at the back of the VFW Hall. Representative Ryan continued his remarks, undisturbed and without pause. The videotape of the swearing-in event revealed no other noises in the hall other than the Representative’s remarks to the audience.

Nevertheless, the City Administrator directed the police officers in attendance to arrest these peaceful protesters. The officers indicated that they would not arrest anyone unless a VFW representative asked them to do so; they immediately apparently got that request and moved to arrest these silent protestors. Threatened with arrest, the peaceful protesters, one of whom was carrying an infant in a chest carrier, left the swearing-in event, escorted by police officers.

Preventing the Protesters from Silently Holding Their Banner Violated the Open Meetings Law

New York’s Open Meetings Law 3 (“Open Meetings Law”) provides members of the public with the right to observe and listen to a variety of meetings of public bodies. Several Open Meetings Law Advisory Opinions expressly address signage. In Open Meetings Advisory Opinion 52964, the Committee on Open Government of the State Department of the State of New York (“Committee”) provided guidance on the ability of government bodies to regulate signs at meetings open to the public. In doing so, the Committee listed as primary considerations: whether signs would be disruptive or obtrusive, whether the signs or sign holders would block a person from observing the proceedings or block an exit or create a fire code violation or would be obscene. [In the absence of these factors, the Committee indicated that signs should not be barred from an open meeting?] None of these circumstances existed at the swearing-in event. The peaceful protesters stood holding their banner in the last row of seats at the back of the hall and were silent throughout except to the extent that they told those seeking to push down the banner that they simply would not let it go. None of this exchange is even reflected in the video recording of the swearing-in event.

The Removal of the Protesters Upon Threat of Arrest Clearly Violated the First Amendment.

It is also well-settled that anyone may attend meetings of local public bodies in New York. This right of access is guaranteed by New York’s Open Meetings Law, 5 the First and Fourteenth Amendments to the United States Constitution and Article I, section 8 of the New York State Constitution. The only restrictions on this right of public access relate to keeping order in the meeting. Though the Council is authorized to adopt rules for its operations,6 its authority is not unlimited. Indeed, to the extent that the City Council Meeting Rules in effect at that time applied to that gathering, they did not address signage and cannot be interpreted to have prevented the attendees from silently holding the banner at the swearing-in event.7

Events like the swearing-in event are a “limited public forum” and, as such, any limitation on speech must be reasonable in light of the purpose of the forum.8 Further, any restrictions imposed must be viewpoint-neutral.9 Accordingly, a governmental body may not use an improper reason, such as a dislike for a particular speaker’s viewpoint, as a basis to silence a person or exclude them from a public meeting, which is what apparently happened here.10

The protection of public access to open meetings serves fundamental constitutional values. The purpose of an open, public government meeting is to allow the public to understand, inform, petition and influence its government. In light of this purpose, it was patently unreasonable to prevent these Beacon residents from petitioning their elected official, Representative Ryan, to threaten to have the silent banner holders removed from the event space, and to threaten their arrest Conclusion

Permitting citizens to engage with their government is a critical role of public officials in a democracy. We request that you review the events that took place at the swearing-in event, acknowledge that the city of Beacon should have let the protesters hold their banner and not be threatened with arrest, and ensure that such events going forward are handled consistently with the First Amendment and applicable New York State law.

We are of course available to discuss these matters with you at a mutually agreeable time. Please let us know if you would like to do so.
