Susan Pagones, of Antalek & Moore Insurance Agency, To Chair Go Red for Women Luncheon

It was only after Susan Pagones’ mother passed away suddenly from heart disease that the family found clues that might have alerted them that she had been having heart issues.

“It was 22 years ago, and I still get choked up talking about it,” Pagones said. “She was only 57 years old. She used to watch her grandchildren every Tuesday, but this Tuesday she was helping my father  run the Norm Schofield scholarship golf tournament, in memory of Norm who ironically passed from heart disease. Some of the symptoms we know now were connected to heart disease were that she was really tired, and had had a lot of heartburn. We found a lot of antacids in her medicine cabinet after she passed away. Back in the day, we didn’t realize that those were signs of heart disease in women.”

Pagones, partner of Antalek & Moore Insurance Agency in Beacon, is now 53, and when she recently experienced chest pain and numbness on her left side, she didn’t hesitate. The chair of the 2020 Go Red for Women Luncheon went right to her husband, Timothy, and asked him to take her to the emergency department. She is waiting for results.

“If it’s nothing, that’s fine,” she said. “But I don’t think I would have gotten my husband and gone to the ER before I was part of the Go Red for Women movement. I would have worried that I would be embarrassed. That’s a mindset we women need to get out of.”

Denise Doring VanBuren, now retired from Central Hudson Gas & Electric, chaired the 2019 Dutchess-Ulster Go Red for Women movement, and invited Pagones to be part of her Executive Leadership Team. Pagones also joined the 2019 BetterU, a 12-week heart-health improvement program. She shared her mother’s story during the Luncheon itself, and now is leading the 2020 Go Red for Women campaign, which has taken a different turn in this COVID era.

Luncheon Will Be A Digital Experience

The 2020 Dutchess-Ulster Go Red for Women Luncheon will be a digital experience on Thursday, Nov. 5, from 11 a.m. to noon. Participants can register at DutchessUlsterGoRed.heart.org, and a Zoom link will be sent to them. They can also follow the Facebook event page for updates, https://www.facebook.com/events/695557514363882/.

“We need to hold this event now more than ever,” Pagones said. “COVID has had an effect on all of us. My 12 weeks in the BetterU were some of the best 12 weeks of my life, to have people pushing us to be healthier, and all of us working together for the same purpose. I learned a lot about cooking, the grocery store, and going to the gym. COVID had slowed me down, but I’ve joined the Go Red Get Fit Facebook page, and someone wrote something about COVID that expressed exactly how I feel. COVID put things in perspective. It has made me think about what I want to do, and the need to get myself out there, walking, exercising and being mindful of everything.”

COVID-19 has also affected Pagones’ work life, as small businesses have been reassessing their insurance coverage. “I’ve done a lot of research and have been involved with the Chamber,” Pagones said. “We’re working with our clients now on ways to save money so we can all hold steady.”

Just as she is supporting the fight against heart disease in women, Pagones is supporting local businesses. “I’m a stickler for shopping local,” she said. “When restaurants were doing takeout, we got food from a different restaurant each week.”

More About Susan Pagones

Pagones started working at Antalek & Moore Insurance Agency, LLC, the business her father owned, when she was 22. Ten years ago, she took it over, and now owns it with a partner.

“It’s a great family business on Main Street in Beacon,” Pagones aid. “We grew up together, and I love that we all know each other.”

Pagones is from Beacon, got her B.S. from SUNY Brockport, and after getting her insurance license, started working at Antalek & Moore in 1989. She and her husband, also a Beacon native, have five children and three grandchildren between them.

Now, Pagones is encouraging women to make time for the Go Red for Women Luncheon, and learn about the signs and symptoms of heart disease in women.

“Our survivor speaker is Golda Black, and her story - well, I’m a crier, and it really got me. When you hear all the stories of people living with heart disease, it’s hard to imagine,” she said. “That’s why I share my mother’s story, which I started doing last year. When I joined the committee, it became a passion to get everyone educated. Heart disease can happen to anybody. Women should be part of this because of what I went through, and am still going through. I want everyone to recognize the warning signs, and not be embarrassed. There are more issues around COVID and that makes our mission more important now than ever. If you’re not taking care of yourself, who are you helping?”

“Susan brings a passion and warmth to the Go Red for Women movement that draws people in,” said Melissa Hanigan, manager of patient registration/office manager of specialty service at Ellenville Regional Hospital, and chair of the Hudson Valley Board of Directors of the American Heart Association. “She shares her story and is committed to educating women. I know we will have a very successful event with her at the helm. We’re honored that she stepped up to lead this event.”

Pagones is joined by an Executive Leadership team. Its members are: Kim Kenyon, Susan Howell, Maureen Kangas, Barbara Ostrander, Carol Schmitz, Elizabeth Donohue, Melissa Hanigan, Tricia Mood, Sonia Kesselmark, SharonDiCarlo, Denise Doring VanBuren & Debbie DiRubbio.

TIN SHINGLE

As coverage of racial issues has spiked since the death of George Floyd by a Minneapolis police officer on May 25, 2020, journalists and even regular people in their social media posts or emails are paying attention to when to capitalize words that identify people such as “Black", “Indigenous” and “white.” After years of consideration, The Associated Press has made its official recommendation: to capitalize the B in Black and the I in Indigenous.

Spirit Of Beacon Day On Sunday; The Retail Therapy Guide - 9/25/2020

Everyone!

It's Spirit of Beacon Day this weekend! With a city-wide drive-by parade on Sunday! That's right - pandemic birthday party style. The Spirit of Beacon Day Committee has been hard at work imagining how to have a festive day for the 43rd year, and select organizations have begun decorating their cars. Details on how the day works are listed below.

It should be noted that the Spirit of Beacon Day started after racial unrest between Beacon students and the community in 1977. Many organizations came together to figure out how to address the discomfort, and it was decided that people needed to come together to get to know each other better and listen to one another. Read an older newspaper article about it here.

The Jewish community will observe Yom Kippur on Sunday at sundown, the day of atonement. You can read about how the Beacon Hebrew Alliance has been observing in alternative ways during the pandemic, which included kayaks at one point.

A new podcast program for kids Grade 7 and up is available through the The Howland Public Library through a new youth mentorship program partnership with Brandon Lillard from I Am Beacon. During the Youth Podcast Program, youth and adolescents will research and write about current events and issues affecting their lives, develop real-life/ job related skills, improve their literacy skills, learn to work collaboratively in small groups online and use current technology software to create a podcast.

Remastered Virtual Hudson River Revival Music Festival to be Restreamed October 4th

clearwater seal-med.jpeg

The Great Hudson River Revival (AKA Clearwater Festival), the world’s oldest and largest music and environmental festival, went virtual this year on June 20th due to the ongoing COVID-19 pandemic. Due to popular demand, Clearwater will stream a remastered version of the all-day event on Sunday, October 4th from 11am-11pm at ClearwaterFestival.org. The remastered Revival will include a day full of music and activism, as well as a beautiful American Sign Language interpretation throughout. This is a free virtual event however, donations are greatly appreciated at ClearwaterFestival.org

This Year’s Performers

The event will feature musical performers, storytellers, and activists, including: Tom Chapin, David Amram, John McCutcheon, Jay Ungar and Molly Mason, Peter Yarrow, John McEuen, Noel Paul Stookey, Tom Paxton, Emma’s Revolution, Guy Davis, Tommy Sands, Reggie Harris, The Mammals, The Chapin Sisters, Lyn Hardy, Arm of the Sea Theater, Abbie Gardner, Breakneck Ridge Revue, R.J. Storm, Magpie, The Rix, The Vanaver Caravan, Betty and the Baby Boomers, Kyle Tigges, Mel and Vinnie and more.

Going Virtual

Bringing Revival into the virtual world has allowed Clearwater to reach new audiences globally, and also include folks who’ve not been able to attend the festival in person due to health, geographic, or financial restrictions. The online fundraising event raised over $50,000 for Clearwater when it originally streamed in June earlier this year.

Tom Chapin, one of the event’s organizers and a musician participating in Virtual Revival, said, “Happiness, for me, is performing at the Clearwater Revival and, for the first time, being able to actually watch all the other great artists play. Tune in and join us. Support the group that built the sloop that saved the Hudson River.”

This event is part of a larger initiative to transition Clearwater’s educational and environmental programming online in order to continue its important Hudson River education and environmental work during a time when gathering in person is unsafe.

Virtual Revival will be live-streamed on October 4th from 11am-11pm. The online chat that accompanied the live feed became a place for new and old Revival attendees to connect with each other. Clearwater hopes that many people will join in again on the live commentary.

Virtual Revival T-shirts are available for purchase here.

"Clearwater's work has always involved inspiring people to fall in love with the Hudson River and take action to protect it. Even now amidst the pandemic, that work continues," said Erik Fyfe, Clearwater's Education Director. "Despite the distance, we've been excited to be able to bring people to the river through virtual sails and interactive online programs, and the response so far has been terrific."

About Hudson River Sloop Clearwater

Launched in 1969 by legendary folk singer and activist Pete Seeger, Hudson River Sloop Clearwater has been at the forefront of the environmental movement as champions of the Hudson River. To date, more than half a million people have experienced their first real look at an estuary’s ecosystem aboard the sloop Clearwater.   Clearwater has become the grassroots model for producing positive changes to protect our planet. We Made It! Retail Therapy Guide - 9/18/2020

We did it! Beacon made it through the first week of school, being one of the few districts who is trying the Hybrid system of 2 days at school in person, and 2 days at home. Free meals for all children are prepared and provided by the district Food Services team (funded by the USDA through Dec. 31, 2020), and teachers are creating their own systems of working with their kids. Technological glitches happen, will always happen, and organizational systems will be reworked once they leave paper and are in practice.

Some families who opted for Hybrid changed their minds for health or logistic reasons to be 100% Home, and some families put children into different schools entirely.

As a community, and in the name of public school for all, we are figuring it out. So here is an all-caps HIGH-FIVE to those of you who are knee-deep in it. You deserve extra Retail Therapy this weekend!

TIN SHINGLE
Tin Shingle has launched a new initiative:  "Leave A Review Tuesday"
Tin Shingle is ALBB's sister company, and teaches businesses how to get the word out. As we hear from our small business friends of all sizes, we hear how damaging - or heartbreaking - a scathing online review can be. It cuts to the heart. So every Tuesday, Tin Shingle encourages its newsletter subscribers and social media followers to pick 1 business and leave a good review for them. It's easy to rant and rave. It's hard to remember to speak with positive thoughts.
PS: This Tuesday, if you have kids, email anyone in your district to say "Thank You. You're doing a great job. I know you are trying your best."

Happening This Weekend - 9/11/2020

THE SECOND SATURDAY GUIDE
Edited and Written By: Catherine Sweet

It’s a somber time, full of reflection but also action. Still dealing with the COVID pandemic, the country finds itself in a reckoning for racial justice, reexamining systems and traditions and practices that disproportionately benefit white people. We’re listening, and learning, and working to amplify the voices of those who traditionally haven’t had a seat at the table.

New York has been doing so well with bringing down the COVID illness rates as we move through the phases of reopening, that it feels like we’re creeping closer to The New Normal. But it’s no time to let our guards down. Phase 4 means that indoor establishments are still restricted. Most galleries are quite small and adequate ventilation continues to be an issue. So once again, the usual Main Street vigor of Second Saturday art happenings will be muted.

That doesn’t mean nothing is going on, though. If you’re heading out to a protest, get inspired to make your own sign with the chalk art created and/or shared by Moraya Seeger DeGeare (@tomyoldracistearth). Other local art happenings:

Taking precautions to protect their staff and visitors, many galleries remain closed. But there’s still plenty of art. Click here to see which venues, starting with Dia, for details on any online exhibitions we’re coming across.

Our Second Saturday Art Gallery Guide is sponsored by No. 3 Reading Room and Photo Book Works, at 469 Main Street, down toward the east end of Main Street near the Story Screen Beacon Theater. Owner Paulette Myers-Rich has set up a new exhibit in the storefront windows, and is still showing the previous artist online. Peruse it at your leisure!
Do you have an art opening coming up? Tell us about it: Drop a line to editorial@alittlebeaconblog.com with the who/what/when/where, and include a representative photo, to be considered for inclusion in this Guide.
A Little Beacon Blog is accepting long-term sponsors for the Second Saturday Guide. Please contact us if interested.

Art In Spirit - Retail Therapy Guide 9/4/2020

Summer days are coming to an end, pools are closing, and new pandemic rules are out for how we are going to do pumpkin patches and haunted houses. Life is going on carefully, cautiously and smartly. Beacon City Schools are going for it by attempting a hybrid learning model (2 days in school, 3 days remote learning) for those who want in-person (read the Reopening Handbook), and the Spirit of Beacon Day is going City-Wide with no parade but lots of art and expression.

Today, The Wonderbar has completely remodeled, using a lot of the history as inspiration. Gyms, Fitness Studios Given Green Light To Re-Open in New York State - What’s Happening in Mid-Hudson Valley?

After two months in limbo that we reported on earlier, Governor Cuomo announced the reopening of gyms and fitness centers, and released guidance for reopening gyms and fitness centers, including facilities located in hotels, and in apartment and condominium complexes. The announcement was made on Monday, shortly after a class-action lawsuit was filed against Cuomo, the state, and the State Attorney General to not only get these businesses to reopen, but also compensation for lost revenue over recent months. Several local businesses group-funded this lawsuit, including Beacon Pilates.

According to the Dutchess Business Notification Network, if you follow the guidelines, and submit your Affirmation, you are eligible to open as early as Monday, August 24th. The County or its delegates can perform inspection prior to the 24th or up to two weeks after your opening.

What Must Gyms And Studios Do To Comply?

These businesses must do the following:

1) Review and follow the Summary Guidelines HERE.

2) Review and follow the attached Detailed Guidelines HERE.

3) Complete and implement the Business Safety Plan Template HERE and maintain on-location for inspection.

4) Go to the link HERE and complete the Affirmation and hit submit, which will go to the state of New York. The State will notify the County within 24 hours of the receipt of the Affirmation. The County will then send you an acknowledgement email using the address provided in the Affirmation, and contact you to arrange an inspection.

Indoor Classes And Swimming Allowed By Dutchess County

The governor has given New York counties the option to opt-out of indoor group fitness and aquatics classes. In NYC, Mayor de Blasio has already declared that gyms will not reopen before September 2nd. However, Dutchess County will allow indoor group fitness and aquatics classes with the mandate that the County reserves the right to opt-out at any time for any reason, including an outbreak at a gym or fitness center, or locality, or an increase in the County’s infection rate.

How Are Businesses Responding?

In an announcement from All Sport Health & Fitness in Fishkill, they state “When we first received word that we had to close the doors to the club back in March, we could have never imagined we’d be closed for five months…While we can’t give you back those 5 months, we’ve sure taken those 150+ days to improve our club, implement new protocols, and provide you with a fitness facility that you feel comfortable returning to.” They installed new ventilation purifiers (REME HALO) and filters (MERV13), using electrostatic sprayers and cold foggers to deep clean and disinfect surfaces, just to name a few of the steps they’ve taken to keep their 80,000 square feet space clean and safe. They will reopen on Monday, August 24th.

Gold’s Gym also announced on their Instagram that all of their locations will also reopen on the 24th including Fishkill, Poughkeepsie, and Newburgh.

Closer to home, The Studio At Beacon plans to reopen August 31st pending the new air purifiers being installed as part of the new guidelines. Some of the news measure they will be taking are limiting class sizes to ensure social distancing, have gym wipes available to clients who wish to wipe down any equipment before or after use, and will schedule classes so that clients have ample space in the locker area before and after class. BeBhakti Yoga Center will continue to keep their classes outdoors in their freshly paved parking lot along with Wednesdays evenings at Long Dock Park. They have chosen to wait a little longer before hosting indoor classes again.

Required Face Covering To Work Out with 33% Capacity

This is a tough pill to swallow for fitness businesses and may face some resistance from members. In larger gyms, members can roam more freely between equipment use, face covering is understandable - like having to put your mask on if you leave your table at a restaurant. However, when your facility is only classes like Spin or Yoga, this can be more challenging as you are stationary in one space and the mask can get harder to breathe through as you sweat into it.

Gyms are allowed only a third of occupancy at a time - that’s 33%. For many gym goers, they will need to let go of the idea of just showing up when they feel like getting a workout in and instead, reserve a specific time. This is normal for specialized gyms who are used to reserving spots for a scheduled session or class.

Zero-Tolerance Policy

There will be a zero-tolerance policy as it relates to compliance. If an establishment is found to be out of compliance with regard to indoor group fitness and aquatics classes, the local government will issue a Cease and Desist order which will prohibit the activities indefinitely. Keep in mind, the Governor can amend his determination and guidance at any time.

TIN SHINGLE
You've seen the challenge. You may have participated. The beautiful black and white photos of women, in the name of supporting women. But why this challenge? Why now? Because it is a revived trend of a challenge that the media is saying originated in Brazil, and now is in the name of Turkey - for women who are murdered by their spouses, boyfriends and other domestic violence results. The black and white represents life being snuffed out of color. If you jumped in too fast on this challenge, and didn't use the hashtags that support femicide going on in Turkey, or domestic abuse increases in the US due to COVID, then listen to Tin Shingle's TuneUp webinar on what to do when social media challenges come around. For instance: what did you do on Blackout Tuesday?

SCHEDULE: Happening This Weekend - 7/17/2020

The upcoming days and weeks are going to be hard(er) for everyone as Pandemic Unemployment Insurance runs out, and businesses have gone through their PPP loans. A Little Beacon Blog was fortunate enough to have been granted a PPP loan, and that payroll has come to an end. We remain committed to promoting Beacon and informing our readers as best we can, but several of our advertising accounts went on pause during the pandemic (THANK YOU to our current advertisers who have been able to support us throughout!).

Therefore, you're going to see us push our own business model a bit, which is the exciting advertising package we created for businesses small and large. You might be thinking: "Create a GoFundMe account!" and the reason we aren't is because: 1. Our website can take contributions directly! 2. We want our business model to be sustainable even during a pandemic. To do that, we need sponsor support. We think we can do it! And we sell tote bags!

WHERE YOU COME IN:
Main Street: When things shut down, we threw advertising out the window, and promoted shops and restaurants in this newsletter by way of these fun features you see below. Readers love them, and we love singing the praises and promoting great finds.
Promotion Package For Main Street Retail: For $200/month, your boutique or restaurant can be featured here too. With a new message each week. Get into the lovely details of what you got going on! Did you just put up a parklet? Did scaffolding just come down? We want to talk about it. But don't worry...if you don't sign up for advertising, we still pay attention and promote things when we can. We value your investment in advertising very much, and encourage you to support any local media, even if it's not us. A Little Beacon Blog will continue to promote online classes for fitness studios, who remain closed.

Boscobel - Now Open For Scheduled Social Distancing
"Boscobel Reimangines Its Experience; Waves $50K Rent Of Hudson Valley Shakespeare Festival; Opens For Outdoor Social Distancing"

Location: 1601 Route 9D, Garrison, NY, 10524
Like many farms, camps, and museums, Boscobel was getting ready to launch its spring season into summer when the pandemic hit and mandates shut down every business. Back in March, thinking that warmer weather outdoor gatherings would be safe, they tried to move forward with an Open Air Flex Pass ticket program for their popular tenant, the Hudson Valley Shakespeare Festival (HVSF), so that customers could buy tickets to the upcoming Shakespeare performances. However HVSF was unable to hold any performances due to rehearsal and gathering restrictions out of safety. Boscobel waved the HVSF rent of $50,000, and moved forward with re-imagining how it can continue. Additionally, they will begin researching and incorporating the histories of Boscobel’s early Black inhabitants, funded by a Humanities New York grant. Walking the grounds is free for households of healthcare workers, and tickets are now available for the public. Scheduling in advance is required for both types.

Beacon’s Mayor Kyriacou Responds To Teamster 445 Letter Regarding Acting Police Chief Decision

Just 24 hours after the Teamsters Local 445 issued their open letter on social media, Beacon’s Mayor Kyriacou issued the following press release on Tuesday evening. It is published in full below.

It appears that the parties involved - the Beacon PBA, Teamsters Local 445, and the Mayor and City Council have not had a meeting sitting around a table together. Perhaps as policy reforms happen, they will. Until then, the method of letters and press releases seems to be the method of communication.

Beacon’s police officers have attended 2 City Council meetings in order to answer questions and provide feedback to the City Council as the group dives in to understand how the department works before making any decisions or recommendations, including current Lieutenant Figlia who has provided helpful information and feedback.

Beacon City Mayor Lee Kyriacou expressed disappointment that the police union is resorting to intimidation and escalation – exactly the opposite behavior of what is appropriate in today’s charged environment.  The Mayor pointed out that such belligerent tactics do not represent the training or behavior of the city’s police officers, and that his door remains open to calm, constructive discussion.

Late yesterday, just before a City Council meeting, some City officials became aware of a letter posted online – but not actually sent to anyone in the City – from the Teamsters Local 445 and the City of Beacon Patrolmen’s Benevolent Association.  One newspaper called seeking a response before the Mayor had even seen or read a copy.

Upon review of the material today, which contain non-specific and unsupported assertions, the Mayor made the following statement:

“I have supported the honorable men and women of the Beacon Police Department from my first day in office six months ago.  In hundreds of individual interactions with officers since then, my first words have always been ‘thank you’ and most recently, ‘I appreciate the difficult situation you are in.’  That support continues unabated – and is never inconsistent with either listening to the concerns of our community or asking questions to consider what change may be needed.

“I am deeply disappointed by the approach of the police union, which has resorted to intimidation and escalation in a highly charged environment – where the community-building approach should be outreach and dialogue.  Neither I nor the City Administrator has received a single meeting request, call or email from the leadership of the PBA, requesting a discussion or anything else.  Other than a statement from the PBA that I offered to read at a protest, I have heard nothing from them.

“Our police officers are all trained in and must practice de-escalation.  The police union tactics ignore de-escalation training – at a time when our community needs to come together.  I would encourage them to reach out and be constructive – my door remains open for calm, honest discussion.

“The PBA’s dissatisfaction came to light immediately upon the unanimous appointment of former Beacon Lieutenant William Cornett as Acting Police Chief, to fill in for the short-notice retirement of our chief and captain.  I chose someone with a long history in the Beacon police, with a record of integrity and transparency, and with no interest in continuing in the role.  That choice safeguards our community, our police department and the City, as we search for permanent leadership.  If the PBA is disgruntled at not being able to hand-pick leadership, that simply reflects their failure to engage in dialogue as well as unrealistic expectations.”

“Finally, let me reiterate some of the things I have said in public.  I have repeatedly discussed the department’s successful completion of a lengthy U.S. Department of Justice oversight process, as well its continuing accreditation by the NYS Law Enforcement Accreditation Program – the latter an achievement shared by only a handful of local departments.  And while anyone who has observed me on City Council knows I am incredibly protective of spending taxpayer dollars, I have made no definitive statements regarding funding levels of the police department going forward.

“Again, my door remains open.”

Teamsters Local 445, Who Represent Beacon Police, Issue Open Letter On Facebook - Without Contacting City - Regarding Mayor And City Council During Reform Period

The Teamsters Local 445, which is connected to Beacon’s Police Benevolent Association (BPA), issued an open letter to Beacon’s City Council on July 15 and published it to Facebook. According to Mayor Kyriacou, the letter was not sent to the city directly. Their letter is in response to the recent appointment of Acting Chief of Police, William Cornett. During that public appointment, a representative of Local 445, Mike Pitt, proclaimed: “We’re going to follow this closely.“

A Little Beacon Blog has reached out to the president of Beacon’s BPA, Michael Confield, for comment, but has not received a response yet. If we do, the response will be published here.

Mayor Kyriacou has since responded with a press release in response which has been published in full here, expressing “disappointment that the police union is resorting to intimidation and escalation – exactly the opposite behavior of what is appropriate in today’s charged environment.

The open letter from Teamsters Local 445 has bee republished in full below:

Teamsters Local 445, a public and private sector labor union based in the Newburgh, New York area, with almost 3,000 members, including about 250 members in its Law Enforcement Division in Orange, Sullivan, Ulster, and Dutchess County Police Departments, supports its law enforcement members in the City of Beacon.

On behalf of the men and women of the City of Beacon Patrolmen’s Benevolent Association, we write this open letter after a majority voted to release the Association’s position. Unfortunately, circumstances have left us with no other recourse. We have lost all trust, faith, and confidence in the Mayor and City Council’s ability to lead this city and the police department during these trying times.

For the past several weeks, Mayor Kyriacou and the Council have continued their push of anti-police rhetoric and policies, which have included the thought of disarming and de-vesting police. How does one comprehend a police officer’s response to an emergency call without a weapon or protective gear?

The Mayor and Council have failed to correct untrue public accusations of police mis-conduct. This failure could lead to a wholly unfounded, dangerous reaction from the public, causing a dangerous environment for the members of the police department, as well as the public.

The Mayor and Council have shown zero support for the police department during these times. Talk of defunding or significantly cutting the department’s costs and of cutting its already dangerously low staffing level are some of the only talk they show the department. This department is an accredited police agency in New York State; an honor that few departments in the area still retain.

After the leader of the department offered to lead this accredited agency through these times without a chief in place, the Mayor and Council recently voted to appoint a temporary police chief who has not worked actively as a police officer since almost the year 2000. The Mayor and Council have stated that they want a smooth transition to the next police chief as leader of the department, but they seem to have an agency very different from minimal support, let alone different from the best interests, of the men and women who serve all day every day.

In the course of the Council meeting in which the Council voted to appoint the temporary Chief, Teamsters Law Enforcement Division representative Pitt pointed out that the certification of this appointee must have lapsed due to the length of his time not serving as a police officer since retirement in 2000. As per General Municipal Law 209-q, the certification required for police officers by law lapses after four (4) years. Without that certification, the appointed temporary Chief “lacks the power to execute arrest and search warrants, make arrests without a warrant and use physical or deadly force in making an arrest when necessary”; he “may not lawfully carry a firearm without a license if he is not certified as a police officer.” 2003 N.Y. Op. (Inf.) Atty’ Gen. 1. If this Chief sees a crime being committed, he cannot make an arrest; he needs to call the police.

The Council has spoken about reform, but you cannot have reform without funding. You do not deescalate by defunding the police. If you want the most qualified and most trained officers on your street, you cannot defund yet expect to keep, not to mention improve, the quality and level of service that these men and women currently give this great city.

In closing, we would like to reiterate that the men and women of the Beacon City Police Department PBA have lost all trust, faith, and confidence in Mayor Kyriacou and the entire City Council’s ability to lead this city.
